SUBJECT: Alameda Avenue Overlay Zone Extension
ACTION REQUESTED
Staff recommends that City Council direct staff to bring forward the Alameda Overlay District Extension to be adopted as an amendment to Article 21 of the Lakewood Zoning Ordinance for first reading on April 26, 2004 and for second reading on May 10, 2004.
DISTRICT BOUNDARIES
The Alameda Avenue Overlay District requirements will apply to all office and commercially zoned property in the area of Alameda Avenue from Sheridan Boulevard on the east to Union Boulevard on the west. The properties in the Alameda Overlay Zone District Extension are shown in Section 17-12-12: Map 1, 2 and 3.
HISTORY AND BACKGROUND
Alameda Avenue is a significant corridor within Lakewood. It has historical significance in that it was originally designed as a parkway to connect Denver with Red Rocks Park in the foothills. The overall vision is to create a defined character for the Alameda Avenue area from Sheridan Boulevard to Union Boulevard.
1. In 2003, the City of Lakewood adopted the Alameda Cornerstone Plan as an amendment to the Lakewood Comprehensive Plan. The boundaries of this Plan are from Sheridan Boulevard to Union Boulevard. Key aspects of the Alameda Cornerstone Plan include the need for consistent and attractive building design and landscaping.
2. In 2000, the Alameda Avenue Overlay Zone District was developed and adopted as Article 21 of the Lakewood Zoning Ordinance for commercial and office properties fronting Alameda Avenue. Although adopted before the Alameda Cornerstone Plan, the concepts in the Overlay Zone District directly support the goals of the Alameda Cornerstone Plan.
3. In 2003, the staff proactively interviewed business owners and property owners along Alameda Avenue between Carr Street and Union Boulevard regarding the extension of the Alameda Overlay Zone District. The response was very positive.
4. To date, the Alameda Overlay Zone District has successfully guided several development projects, which have resulted in enhanced design and identity along Alameda Avenue.
PUBLIC PROCESS
The Alameda Avenue Overlay Zone District Ordinance was developed through the following public process:
1. Meetings with Business and Property Owners
2. Newsletter to Business and Property Owners
3. Staff Review
PURPOSE AND USE OF THE ORDINANCE
The purposes of the extended Alameda Avenue Zone District are to:
· Implement adopted Alameda Cornerstone Plan,
· Establish vision for the Alameda corridor,
· Add flexibility for new development and redevelopment of existing parcels,
· Create a unique place within the Metro Area for working, shopping,
living, and recreation,
· Balance open space with development intensity,
· Balance business interests along the corridor with the interests of
the neighborhoods adjacent to the corridor,
· Maintain the integrity and viability of the adjacent residential neighborhoods,
· Recognize the historic significance of Alameda Avenue and preserve
and utilize its history through site and building design,
· Blend the different designs along the corridor into a cohesive environment,
and
· Maintain strong property values.
The Alameda Overlay Zone District Extension includes standards for:
· Site Layout
· Signage
· Site Furnishings
· Architecture
· Landscaping
· Vehicular and Bicycle Parking
CONCLUSION
1. This Amendment does not change the narrative in the existing Alameda Avenue
Overlay Zone District, article 21 of the Lakewood Zoning Ordinance.
2. Approval and addition of the Amendment will extend the District boundary
from Carr Street to Union Boulevard, adding office and commercially zoned properties
along Alameda Avenue.
3. This amendment makes four specific changes to the District map:
· The property located at 5500 W Alameda Avenue was incorrectly shown
in the existing Alameda Overlay Zone. The south boundary has been extended to
reflect current 3C zoning in the Alameda Avenue Overlay Zone District Extension.
· The property located at 255 Fenton Street was not included in the existing
Alameda Overlay Zone District. It has been corrected and shown in the Alameda
Overlay Zone District Extension.
· The property located at 200 Harlan Street is zoned 2R with park use.
It was incorrectly included and has been deleted from the Alameda Avenue Overlay
Zone District Extension.
· The property at 658 Reed Street is a multi-family development. A portion
of it was incorrectly included in the existing Alameda Avenue Overlay Zone District.
The north boundary has been corrected and shown in the Alameda Avenue Overlay
Zone District Extension.
SUMMARY AND REQUEST FOR ACTION
Based on above review and analysis, the staff is asking for City Council APPROVAL
of the Alameda Overlay Zone District Extension, and requests Council to direct
staff to bring forward the Alameda Overlay Zone District Extension to the City
Council's regular meeting on April 26, 2004 for first reading and May 10, 2004
for second reading.
