ITEM 1 - CALL TO ORDER
Mayor Burkholder called the meeting to order at 7:00 p.m. in the Cabinet Room
of the Lakewood Civic Center South Building, 480 South Allison Parkway, Lakewood,
Colorado.
ITEM 2 - ROLL CALL

Full and timely notice of this Study Session had been given and a quorum was present.
ITEM 3 - REPORT - YOUTH COMMISSION
Councilwoman Herbst introduced Vice Chair Ben Oldani, Public Relations Coordinator Cassiope Synoriak, and member Clarie Weigum to the City Council.
Ms. Synoriak gave a brief history of the ad hoc youth commission. She stated they started holding meetings in August and hold meetings twice a month and already have their bylaws completed. They meet at the Link Recreation Center. Steve Caldwell, the Facilities Specialist at the Link, is a big help to their organization. She mentioned a few projects the ad hoc Youth Commission was either involved with or have on the planning table: 1) a wall tile project for community members which would be located at the Link, 2) the City's skateboard park designs, 3) raising money for their projects, and a very successful job fair at the Cultural Center.. She stated that there is no City money involved in any of the projects.
Mr. Oldani distributed copies of the final design of a skateboard park being planned for the Green Mountain Area. He also stated that the Youth Commission would be sponsoring a Battle of the Bands the first Friday night of each month at the Link Recreation Center. He stated he helped raise $180,000 for the skate board park at the Link. He also distributed some newspaper articles featuring the skateboard park and his involvement in it
Ms. Weigum stated that they are trying to get the word out about the Youth Commission. They are attending a Lakewood Kiwanis Club meeting on Wednesday. They are also working on a proposal to Golden Crown Foundation to hose the next job fair at their location. They also assisted with the Mayor's Tree Lighting Ceremony.
Councilwoman Herbst stated that the Commission has spent no City dollars, has no City staff involvement, and the youth take their own meeting minutes. The ad hoc Youth Commission is asking City Council to become a permanent commission of the City.
There were numerous favorable comments from City Council members about the involvement of the youth in the community. There was a consensus from City Council to move forward with making the Youth Commission a permanent commission of the City.
ITEM 4 - PRESENTATION - ALAMEDA OVERLAY ZONE
Pallavi Jhaveri, Planner II for the City, gave a Power Point presentation on the Alameda Overlay Zone District Extension. She reviewed the Alameda Overlay Zone as already approved by City Council. The summary of the proposed changes to the current plan is:
· Does not change the Ordinance language
· Extend the boundaries from Carr Street to Union Blvd.
· Corrects the identification of four properties (200 Harlan Street,
255 Fenton Street, 5500 W. Alameda Avenue, and 658 Reed Court)
· Powerful tool to implement vision for Alameda Avenue
Ms. Jhaveri asked for permission to bring the proposed changes forward to the Planning Commission at an April 7, 2004 public hearing and onto City Council for a first public hearing on April 26, 2004 and a second hearing on May 10, 2004.
Discussion ensued. There was consensus from City Council to bring the matter
forward as requested.
ITEM 5 - OPEN DISCUSSION
Discussion ensued regarding safety issues and law enforcement issues surrounding
the use of motorized scooters. It was decided that an educational article would
be placed on the Website, on Channel 8, and in Looking at Lakewood. The Youth
Commission would asked as to the best way to educate the youth regarding this
matter.
ITEM 6 - REPORTS - MAYOR AND CITY COUNCIL
Mayor and City Council members announced their attendance at various meetings and events.
ITEM 7 - ADJOURNMENT
There being no further business to come before the Council, Mayor Burkholder adjourned at the meeting at 8:27 p.m.
