The following are the minutes of the November 19, 2003 Lakewood Planning Commission Public hearing. A permanent set of these minutes is retained in the office of the City Clerk and a tape recording is located in the department of Community Planning and Development, City of Lakewood.

The roll having been called, Chairman Malm declared a quorum and the following business was
conducted.

1. PL-03-004 Three Mile Plan

SUE PIERCY briefly reviewed the Three Mile Plan by stating the plan is updated every year. It includes the newly updated Lakewood Comprehensive Plan, the Cornerstone Plan and the Jefferson County C470 Corridor Plan. The updated component plans are not included but are available in the City Clerks office. She then asked Planning Commission to approve the Three Mile Plan, and made herself available for questions from the Commission.

COMMISSIONER HOLLEN wondered if the City has any type of blanket policy that would prevent it from accepting Jefferson County Open Space funds or any other type of funds used to purchase open space during a City initiated annexation.

SUE PIERCY did not know the City policy in relation to the Open Space funds, but would research the subject with Community Resources and get back to the Commission.

COMMISSIONER HOLLEN then asked if the Planning Department has received any feedback from any of the jurisdictions that develop any component plans regarding the new Lakewood Comprehensive Plan?

SUE PIERCY said those jurisdictions are fully aware that Lakewood has a new Comprehensive Plan but has not received any comments.

COMMISSIONER PETERSON moved that Planning Commission find that the City of Lakewood's Three Mile Plan, as proposed in this update, meets the requirements of Section 31-12-105 (1)(e) of the Colorado Revised Statues, and that Planning Commission recommend City Council approve the City of Lakewood's updated Three Mile Plan. SECOND by COMMISSIONER HOLLEN.

Motion passed by a unanimous vote of 6-0.

APPROVAL OF MINUTES

COMMISSIONER CHOI moved to approve the minutes of the public hearing of September 10, 2003, SECOND by COMMISSIONER QUINN, 5-0.

COMMISSIONER COMMENTS

COMMISSIONER PETERSON thanked his fellow commissioners for the honor and privilege of serving on this Planning Commission since he will be moving to City Council on November 24, 2003. He asked the Commission to keep up the good work and said he would be available to serve the Commission in any way in the future as an elected official.

COMMISSIONER MARINO said this Commission will miss Ed.

COMMISSIONER MALM said as Commissioner Peterson's Campaign Manager, Ed and Anna worked very hard on his campaign and Ed will be missed.

INFORMATIONAL ITEMS:

SUE PIERCY said she talked to Roger Noonan regarding the review of annexations in conjunction with zoning applications by the Planning Commission, and it was his recommendation that Planning Commission review all annexations in the future.

CHAD MINOR announced that Rebecca Farrar will be leaving the City of Lakewood since she accepted a position in Minneapolis, MN as a senior planner.

ELAINE ROSEDAHL announced that she will be retiring December 19, 2003 and that Vicki Kaufman will be taking over the Planning Commission duties.

ADJOURNMENT

There being no other business to come before the Lakewood Planning Commission, the public hearing of November 19, 2003 was adjourned at 7:10 p.m., (noting the meeting began at 6:30 p.m.)
