RESOLUTION: 2003-84
SUBJECT: Development Fee Increase Resolution
RECOMMENDATION: Staff recommends approval of the Resolution by the Mayor and City Council
SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The attached resolution increases the City of Lakewood's current planning and development review fees by approximately 4-percent.
As an informational note, in 1996 the City Council directed Staff to prepare a fee schedule that would better reflect the costs incurred by the City to review land use applications. The current fee structure does not cover 100% of the cost, as the fee structure for building permits generally makes up the difference. By comparison, the 1996 Resolution approved the new fees with increases for some of the land development applications of nearly 500% more than the fees charged prior to 1996.
Fees were then increased by 20-percent on June 11, 2001 to cover a 4% increase in cost for those last 5 years (from 1996 to 2001). It was resolved at that time to increase fees annually based on the increase in the cost of living. A resolution was approved in October of 2002 increasing fees by approximately four percent per year. Operation costs have continued to increase annually by approximately four percent. Therefore, this fee increase will make the City's fee schedule equivalent with increases in the cost of operation over the past year.
