RESOLUTION: 2003-64

SUBJECT: Award of contract for Lakewood Parking Structures Maintenance/Waterproofing Project.

SUMMARY AND BACKGROND OF SUBJECT MATTER:

The parking structures at the Lakewood Civic Center and Public Safety Center require periodic maintenance and waterproofing work to keep them in good condition much like roadway maintenance. This is particularly true in Colorado's weather environment, which includes frequent temperature fluctuations. These fluctuations cause the structures to expand and contract, which in turn causes wear on the numerous sealed joints on the structure. Snowplowing operations also cause wear on joint sealants. Eventually, the sealants fail and need to be replaced. Concrete surfaces also deteriorate due to environmental conditions, and need periodic repair.

The upper deck on the Public Safety Center parking garage received structural repairs in 2001 to replace the deteriorating concrete deck. The work that is currently needed includes replacement of sealants, repair to an expansion joint, and floor, wall and stair repairs in the lower level of the garage. The Civic Center parking garage primarily needs sealant repairs, and some minor concrete repairs on the upper deck. The work is estimated to cost $180,000.

Public Works has completed a contractor prequalification process to identify contractors who are qualified to perform the work. Attached is the list of prequalified contractors.

Currently, bids are being solicited from these contractors and will be opened on August 28, 2003. Because the sealants to be used on this project are temperature sensitive, the joint sealing work needs to be done in warm weather. In order to meet this requirement, Public Works recommends that the City Manager be authorized to enter into an agreement with the low bidder from the attached prequalified list of bidders, if the low bid is under the project budget of $180,000.

The other option is to wait until the bids are opened on August 28, 2003, and award the contract to the actual low bidder at the September 8, 2003 council meeting. However, this would delay the start of the work by about 2 weeks, and decrease the likelihood that the sealants could be applied this year.
