RESOLUTION: 2003-51

SUBJECT: Single source contract and purchase of software from Padcom Inc. that provides wireless network data communications for Police mobile units.

RECOMMENDATION: The Information Technology and Police Departments recommend the City Council authorize the City Manager to enter into a single source contract with Padcom Inc.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The implementation of wireless data communications for Police mobile units was planned as part of the new Police Technology System. The budget and funding for the new Police Technology System was previously approved by council resolution 2002-27 on April 22, 2002.

The Information Technology and Police Departments recommend the purchase of Padcom Inc. software by means of a single source contract. The software is needed to allow for continuous (un-interrupted) communication between Police mobile units and centralized databases at the City and at the Colorado Department of Public Safety. Several vendors' software packages were researched and it was determined that Padcom uniquely provides the features on the schedule needed by the City for:

· Wireless carrier protocols supported (including our existing private radio system)
· Mobile unit / roaming support
· Information security and network performance
· System administration

Padcom Inc. provides software and services that meet our budget, current schedule and future needs. We have been extremely satisfied with the field-testing of the Padcom software in our environment across the City.
