A RESOLUTION

SUPPORTING THE CREATION OF THE COLORADO FUEL CELL INITIATIVE AND FURTHER DECLARING THE CITY OF LAKEWOOD'S SUPPORT IN THE EFFORT TO MAKE JEFFERSON COUNTY THE HOME OF THIS EMERGING INDUSTRY.

WHEREAS, President Bush has made the development and widespread use of hydrogen fuel cells a centerpiece of the new energy plan; and

WHEREAS, Congress may appropriate as much as $3 billion toward hydrogen fuel cell research in the next five years; and

WHEREAS, several areas in the United States will likely be in competition to become the epicenter of this emerging industry; and

WHEREAS, Lakewood and Jefferson County already have in place the crucial components essential to attracting these businesses, namely:
· A robust industrial base of existing companies capable of supporting the diverse needs of fuel cell research, development and commercialization
· A world renowned research university (Colorado School of Mines - CSM)
· A national energy lab (National Renewable Energy Lab - NREL)
· A community college (Red Rocks Community College)
· A highly educated workforce
· A superior quality of life
· A reasonable cost of living
· Available temporary incubator research facilities at the CSM
· Capability of the City of Lakewood to coordinate this effort on behalf of the region; and

WHEREAS, this industry will attract highly paid primary jobs and a highly educated workforce and make a positive contribution to both our economy and our quality of life; and

NOW THEREFORE BE IT RESOLVED by the City Council of the City of Lakewood, Colorado that the City of Lakewood supports and encourages the Colorado Fuel Cell Initiative and pledges support in working to achieve the goals of said Initiative, including but not limited to encouraging State and Federal tax-based financial incentives.

INTRODUCED, READ AND ADOPTED by a vote of 9 for and 0 against at a special meeting of the City Council on June 23, 2003, at 7:00 o'clock p.m. at Lakewood Civic Center, 480 South Allison Parkway, Lakewood, Colorado.
