RESOLUTION: 2003 -38
SUBJECT: Design and construction of a new bridge to replace the existing bridge at Kipling Street over Bear Creek.
RECOMMENDATION: Public Works recommends that City Council authorize an intergovernmental agreement with the Colorado Department of Transportation (CDOT) to obtain federal funds for the design and construction of the bridge replacement at Kipling Street over Bear Creek.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: The existing bridge at Kipling Street over Bear Creek is a steel truss structure with a steel open grate deck, which accommodates a 28-foot roadway width. The bridge is narrow, structurally deficient and must be load posted to warn larger vehicles to avoid the bridge.
Federal-aid funds are available to help replace the bridge with a new bridge that will be wider, longer and higher to provide a safer structure and accommodate a future bike path under the bridge. The bridge design is anticipated to be completed by early 2004 so that the project can be advertised, bid and awarded during the first quarter of 2004. Construction is scheduled for completion by the end of 2004.
Federal funds totaling $ 566,000 have been obtained for the project. The City's contribution is estimated to be $150,000. Administration of the bridge project must be coordinated through CDOT in order to obtain the federal funds. The money for Lakewood's share is available from the Capital Improvement Fund.
