A RESOLUTION

ESTABLISHING AN AD-HOC YOUTH COMMISSION FOR THE CITY OF LAKEWOOD

WHEREAS, Section 4.5 of the charter of the City of Lakewood authorizes the City Council to create ad hoc advisory committees by resolution of the City Council; and

WHEREAS, based on research and subsequent meetings with various agencies and individuals, City Council has determined there is a need to establish lines of communication between the youth population and City Council; and

WHEREAS, City Council desires that an ad hoc youth commission be established for the purpose of advising City Council on issues affecting the youth in Lakewood.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakewood, Colorado, that:

SECTION 1. The City of Lakewood Youth Commission is hereby created as an ad hoc advisory committee to the City Council.

SECTION 2. Members.

a. The Commission shall consist of 15 members. Ten of the 15 members shall be high school (or home-school equivalent) students and five of the 15 members shall be middle school (or home-school equivalent) students. All 15 members shall be residents of the City of Lakewood, Colorado. All 15 youth members shall have the right to vote.

b. The Mayor shall appoint one or more City Council liaisons to the Commission. The City Council liaison(s) shall have no voting privileges.

c. The City Manager may appoint one or more staff liaison(s) to the Commission as he deems appropriate. The staff liaison(s) shall have no voting privileges.

d. Youth applicants will be interviewed by the City Council Screening Committee. The City Council Screening Committee will make recommendations to City Council for member appointments.

SECTION 3. Prior to May 1, 2004, the Ad Hoc Youth Commission shall make written recommendations to the Lakewood City Council, to determine if the Ad Hoc Youth Commission should be made a permanent standing commission.

Section 4. The Commission may adopt by-laws and operational guidelines which are consistent with this Resolution and with City policies.
