RESOLUTION: 2003-29
SUBJECT: Encouraging Congress to enact federal tax incentives for "environmentally green" projects and to include the Belmar project as a demonstration project.
RECOMMENDATION: Acceptance of resolution
SUMMARY AND BACKGROUND: Congress is considering enacting an Energy Bill that would provide federal tax incentives, in the form of tax-exempt bonds, to help finance nine demonstration projects around the country. Belmar is one of the projects being considered.
Continuum Partners, in the first phase of redevelopment of the site, has already incorporated many "green" methods, by salvaging doors, windows and lighting fixtures where feasible. The cost of using new, energy efficient methods of construction is more expensive than traditional methods, creating an estimated gap of $12 to $18 per square foot between the actual cost and what the market will bear in the way of lease costs. Employing these techniques, however, could reduce energy consumption by as much as 50 percent.
Continuum has outlined at least 27 steps it will take to reduce energy consumption, including but not limited to, installing carpet manufactured from recycled plastic bottles, using concrete, asphalt and brick salvaged from the site itself, implementation of a tree relocation plan, installation of low-flow showers and lavatories, designing open spaces in a way to preserve animal habitats, installation of double-pane windows, and organic compound paints.
