A RESOLUTION
APPROVING THE ALAMEDA CORNERSTONE PLAN AS AN AMENDMENT TO THE LAKEWOOD COMPREHENSIVE PLAN
WHEREAS the City of Lakewood Planning Commission found the Alameda Cornerstone Plan to be consistent with the Lakewood Comprehensive Plan; and,
WHEREAS the Alameda Cornerstone Plan is consistent with Lakewood Comprehensive Plan goals related to identity and image, which specifically state: "Strengthen Lakewood's image and identity with emphasis on livability and vitality"; "Promote high quality design in new development and redevelopment"; "Plan, build and maintain Lakewood streets, bikeways and pedestrian pathways as attractive, accessible, safe public spaces and encourage connections with and usage of public mass transit systems"; and,
WHEREAS the Alameda Cornerstone Plan is consistent with Lakewood Comprehensive Plan goals related to urban centers which specifically state: "Promote compact land use patterns and the development of mixed-use centers"; "Encourage high quality infill and redevelopment projects"; "Encourage centers that promote alternative modes of transportation"; "Concentrate activities that serve the entire city and the region in major urban centers"; "Concentrate activities that serve the immediate neighborhood in neighborhood centers"; and,
WHEREAS the Alameda Cornerstone Plan is consistent with Lakewood Comprehensive Plan goals related to economic development which specifically state: "Promote sustainable economic development"; "Create and implement revitalization strategies"; "Create a positive business climate"; and,
WHEREAS the Alameda Cornerstone Plan is consistent with Lakewood Comprehensive Plan goals related to transportation which specifically state: "Promote an integrated land use and transportation system"; "Promote a safe multi-modal transportation system"; "Promote an efficient multi-modal system that is integrated with the regional transportation system"; and "Promote transportation alternatives to the automobile"; "Promote a transportation system that enhances the diverse land uses within the community"; and,
WHEREAS the Alameda Cornerstone Plan is consistent with Lakewood Comprehensive Plan goals related to parks, recreation and open space that specifically state: "Develop comprehensive open space systems in Lakewood that integrates public and private parks, open space, trails, and recreational facilities"; "Integrate usable parks, open space, trail systems and recreational opportunities into development and redevelopment projects"; and,
WHEREAS the Alameda Cornerstone Plan shall replace the 1995 West Alameda
Avenue Corridor Plan; and
WHEREAS citizens, property owners, business owners, and others participated
in the development of the Alameda Cornerstone Plan by identifying issues of
concern, goals, a vision statement, and action steps designed to achieve the
vision of the area; and,
WHEREAS The Planning Commission conducted a public hearing on the proposed Alameda Cornerstone Plan on March 5, 2003, with notice made to residents, businesses, and property owners in the Alameda Cornerstone Plan study area and published in the Lakewood Sentinel and the High Country Times; and,
WHEREAS the Planning Commission considered the public testimony received and the staff report and recommendations; and,
WHEREAS, the City Council has considered the public testimony received and the staff report and recommendation; and,
WHEREAS, the City Council has conducted a public hearing on the proposed Alameda Cornerstone Plan, with notice made to residents and property owners in the Alameda Cornerstone Plan study area; and,
WHEREAS, the City Council has considered the public testimony received, the action of the Planning Commission, and the staff report and recommendation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakewood that:
SECTION 1. The Alameda Cornerstone Plan, as presented to City Council and dated March 2003, is hereby approved as an amendment to the Lakewood Comprehensive Plan.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to
affix their signatures on this Resolution and on the Alameda Cornerstone Plan
as evidence of the approval and adoption of the same by the City Council.
INTRODUCED, READ AND ADOPTED by the vote of 8 for and 0 against at a regular
meeting of the City Council on March 24, 2003, at 7 o'clock p.m., at the Lakewood
Civic Center, 480 South Allison Parkway, Lakewood, Colorado.
