RESOLUTION: 2003-18

SUBJECT: Award of Contract for the 2003 Cured-In-Place Pipe Program

RECOMMENDATION: Public Works recommends that City Council authorize the City Manager to enter into a contract with Insituform Technologies in the amount of $201,945.00 for the 2003 Cured-in-Place Pipe Program. It is further recommended that 10 percent of the contract amount, $20,194.50, be authorized by City Council in the event unanticipated work is needed to complete the sewers scheduled in 2003. Total authorization recommended is $222,139.50.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: This contract is used to replace deteriorated sanitary sewer lines using the cured-in-place pipe process. The process requires no excavation, and results in a new pipe being constructed inside of the old pipe. The new pipe is jointless, which eliminates problems with root intrusion and ground water infiltration. In 2003, 5,071 feet of sanitary sewer lines are scheduled for cured-in-place pipe replacement.

In 1999, the cured-in-place pipe program was let with competitive bids, with an option for four renewals. The low bidder, Insituform Technologies, has renewed the contract for the past 3 years with no increase in contract unit costs, and has agreed to do so again for the final renewal in 2003.

Insituform Technologies has done an excellent job of completing cured-in-place pipe work for the City for the past 4 years, and Public Works recommends that the contract with Insituform Technologies be renewed for 2003 with no increase in contract unit prices.
