RESOLUTION: 2003-11
SUBJECT: 2003-2007 Housing and Community Development Plan and 2003 One Year Action Plan for the Community Development Block Grant (CDBG) Program and HOME Investment Partnership (HOME) Program.

RECOMMENDATION: That City Council endorse the 2003-2007 Housing and Community Development Plan and adopt the 2003 One Year Action Plan establishing projects and project funding levels for the Community Development Block Grant and HOME Investment Partnership Grant Programs.
FUNDING SOURCE: Community Development Block Grant (CDBG) and HOME Investment Partnership Grant (HOME).
SUMMARY AND BACKGROUND OF SUBJECT MATTER: Using federal guidelines, staff prepared Lakewood's 2003-2007 Housing and Community Development Plan (the Five Year Plan), which identifies priority housing, supportive service and community development needs. Staff also prepared the One Year Action Plan for the use of CDBG and HOME grant funds expected to be received from the Department of Housing and Urban Development (HUD) in 2003. The One Year Action Plan also serves as the annual application to HUD for the CDBG and HOME programs. City Council endorsed Lakewood's 2003-2007 Housing and Community Development Plan and the One Year Action Plan at their Study Session January 6, 2003.
