RESOLUTION: 2003-10

SUBJECT: Award of Contract for 2003 Overlay and Patching Program

RECOMMENDATION: Public Works recommends that City Council authorize the City Manager to enter into a contract with LaFarge West, Inc. in the amount of $2,420,357.10 for the 2003 Overlay and Patching Program. It is further recommended that 10 percent of the contract amount, $242,035.71, be authorized by City Council in the event unanticipated work is needed to complete the streets scheduled for overlay and patching in 2003. Total authorization recommended is $2,662,392.81.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: This contract is used to perform work on streets scheduled to be overlayed as part of the 2003 Resurfacing Program. This includes patching of failed street areas and placement of a new asphalt surface layer (asphalt overlay). In most cases, the street is rotomilled prior to placement of the new overlay, to remove excess asphalt and provide an acceptable profile to the street. The contract also includes installation of long life, inlaid pavement markings on some collector and arterial streets immediately after placement of the new asphalt surface.

In 2002, the Overlay and Patching Program was let with competitive bids, with an option for two (2) renewals. The low bidder in 2002 was LaFarge West, Inc. For 2003, LaFarge West has agreed to renew the contract with a 0% increase over 2002 unit prices.

LaFarge West, Inc. did a good job completing the 2002 Overlay and Patching Program, and Public Works recommends that the contract with LaFarge West, Inc. be renewed for 2003 with a 0% increase over 2002 contract unit prices.
