ORDINANCE: O-2003-10
SUBJECT: Federal Emergency Management Agency (FEMA) Flood Insurance Study and Flood Insurance Rate Map.
RECOMMENDATION: Staff recommends approval of the attached ordinance.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: The City of Lakewood must enact and enforce a Flood Plain Management Ordinance meeting the minimum standards established by FEMA in order to participate in the National Flood Insurance Program. If Lakewood does not participate in the National Flood Insurance Program, residents would not be able to purchase flood insurance.
FEMA has prepared a new Flood Insurance Study and is requiring adoption of the new 2003 study to meet the minimum standards for the National Flood Insurance Program. The 2003 Flood Insurance Study includes drainageways throughout Jefferson County. Only a few drainageways in the 2003 study are within Lakewood; the original 1971 Flood Insurance Study will continue to be used for the rest of the drainageways in Lakewood.
The Flood Insurance Rate Map (FIRM) is a part of the Flood Insurance Study and is used by the insurance industry to determine flood zones for the purposes of issuing flood insurance policies. The 2003 FIRM is a conversion of the 1983 FIRM to a digital format, incorporating revised City limits and FEMA approved revisions to the flood zones made since 1983. No new flood zones have been added to the 2003 FIRM.
The attached ordinance, if approved, adds the 2003 Flood Insurance Study to the list of Official Flood Studies to be used in the administration of the Flood Plain Management Ordinance.
