ITEM 1 - CALL TO ORDER
Mayor Pro-Tem Kesselman called the meeting to order at 7:00 p.m. in the Cabinet
Room of the Lakewood Civic Center, 480 South Allison Parkway, Lakewood, Colorado.
ITEM 2 - ROLL CALL

ITEM 3 - SELECTION OF MAYOR PRO TEM AND CITY COUNCIL PRESIDENT
Mayor Pro-Tem Kesselman announced that the Mayor had selected Barbara Martin to be Mayor Pro-Tem for 2004.
Councilman Elliott and Councilwoman Koop were nominated for President of City Council. An informal written ballot election was held. City Clerk Margy Greer announced that Councilman Elliott received the greater number of votes.
Resolutions will be brought forth at the next regular City Council meeting for a formal vote on Mayor Pro-Tem and President of City Council.
ITEM 4 - NEW PUBLIC SAFETY BUILDING TECHNOLOGY
Kevin Paletta, Police Department Division Chief, introduced the technology team
members from both the Police Department and the Information Technology Department
who worked on the implementation of the new Public Safety System. They discussed
the implementation process, the mission, selection of the Intergraph Software,
the timeline, as well as the many functions of the new system. A question and
answer period followed.
ITEM 5 - OPEN DISCUSSION - MAYOR AND CITY COUNCIL
Councilman Elliott asked how people moving into a neighborhood would be able
to access the sex offender list. Attorney Roger Noonan stated that state statutes
only allow access for the Lakewood list by a Lakewood resident. Joni Inman stated
that the person's realtor or Council member could request a list on their behalf.
Identification would be required to obtain the list. The list is available,
for a fee, through the Police Department.
Councilwoman Martin stated that she had received phone calls with concerns about a new tattoo parlor near Lakewood High School. She asked if the City Council would like to hold a study session to discuss an ordinance prohibiting tattoo parlor locations. After some discussion, there was not a consensus to move forward with a study session on the matter.
ITEM 6 - REPORTS - MAYOR AND CITY COUNCIL
Council members reported on meetings they had attended and upcoming events.

Mayor Pro-Tem Kesselman adjourned the meeting at 8:38 p.m.
