Regular Meeting of the Lakewood Liquor and Fermented Malt Beverage Licensing Authority was held on this date in the City Council Chambers.
ITEM 1. CALL TO ORDER
Chairman Taake called the meeting to order at 7:00 p.m.

Full and timely notice of this meeting had been given and a quorum was present.
ITEM 3. APPROVAL OF MINUTES

Regular Meeting August 28, 2003
Chairman Taake asked the Secretary, Ms. Bock, to correct an error on the August 14, 2003, minutes. The error was in the address of the application for U Save Liquors. Ms. Hansson moved to approve the minutes of July 24, 2003, August 14, 2003, as amended and August 28, 2003. The vote was 4 Ayes, 0 Nayes, and 1 Abstention (Mr. Williams). THE MOTION TO APPROVE THE MINUTES AS AMENDED CARRIED.
ITEM 4. NEW APPLICATION
Retail Liquor Store License
Philnor Liquor, L.L.C.
d/b/a Philnor Liquor
11200 W. Colfax Ave.
Chief Deputy City Attorney Tammy Russell told the Authority that she was appearing for Deputy City Attorney Paul Kennebeck. She testified that both Mr. Kennebeck and herself reviewed this application and all appears to be in order.
Dan Carr, registration #824, appeared on behalf of the applicant.
Max Scott, 1216 Tipperare St., appeared before the Authority and was sworn in. Mr. Scott testified that he is the owner of Oedipus, Inc. a survey company hired to petition the neighborhood to determine the "needs and desires" of the neighborhood. He briefly explained how the survey was conducted and the results of that survey.
Dan Kim, 68 Rogers Ct., appeared before the Authority and was sworn in. He testified that he is the managing member of the applicant. He stated that he had 13 years experience in retail liquor sales and had attended two of the City's alcohol classes. He has no previous liquor violations.
Mike Davis, 915 Urban St., appeared before the Authority and was sworn in. He testified that he resides in the neighborhood and believes there is a need for this liquor store in the neighborhood.
No one appeared in opposition of this application.
The public hearing was closed.
Mr. Wisneski moved that the application for a retail liquor store license for Philnor Liquor, L.L.C., d/b/a Philnor Liquor, 11200 W. Colfax Ave., be approved. The motion was seconded and with those present voting Aye, THE MOTION TO APPROVE THE APPLICATION CARRIED.
ITEM 5. GENERAL BUSINESS
There was no general business to be discussed.
ITEM 6. ADJOURNMENT
There being no further business to come before the Authority, Chairman Taake adjourned the meeting at 7:40 p.m.
