CALL TO ORDER
Chairman Bob Zachman called the meeting to order at 4:00 p.m.
ROLL CALL
Members Present: Joan Howard, Jan McConnell, Peg Reed, Bob Zachman, Letitia

The public comment book was out and made available for public sign in.
Bob Zachman introduced Johann Cohen and Judy Elsen who were there to observe the meeting.
APPROVAL OF MINUTES
Minutes from August 20, 2003 were approved by unanimous vote.
NEW BUSINESS
Retreat 2003 - Do to funding the commission will not be able to hire a facilitator
to meet with the commission this year. The Executive Committee has scheduled
a half-day retreat on Wednesday, October 8. The committee will review goals
and objectives from the retreat with Barbara Neel last year and will also meet
with each of the committee chairs individually. After the retreat the Executive
Committee will review and report back to the commission as quickly as possible.
Proposal from Executive Committee for 2004 - Bob Zachman agreed to chair the
Executive Committee this year when Jan McConnell respectfully declined the chairmanship.
The Committee needs to re-establish the three-year continuation of 2nd Chair,
1st Chair, and Chairperson. The Executive Committee proposes that Bob Zachman
serve as Chairperson next year, allowing Zach Matyja to move up to the position
of 1st Chair, and a new member of the commission is selected as 2nd Chair. This
will correct the time frame for this committee. This issue was opened up for
discussion. A motion followed for Bob Zachman to serve as Chairperson for 2
years. Motion was approved (7 in favor 1 opposed).
October HCA Commission Meeting - The October meeting will be held at Willow
Glen Apartments (Cason-Howell House) at 17th and Kipling. This will allow the
commissioners a first-hand tour of the new retirement facility. The commission
meeting will be an abbreviated one due to the tour.
STAFF REPORTS
Susan Martin stated that they are half way through the Spoon River Anthology
run and they've done a very nice job. She gave a brief update on future performances.
Susan passed out pocket calendars and suggested that they can be used as "cheat
sheets", if anyone would like more they are available downstairs. She also
gave a brief update on the conference she attended last week.
Win Filipunas stated that Jack Ziegler retired last Friday and his replacement has been hired. The first reception at the new visitor center was held this past week and it went well. The visitor center is now open for business and tours. The dedication for the visitor center will be Oct. 4 at Noon. The store is open for daily business Tuesday through Friday and Saturday afternoon.
Robin Anderson thanked the commissioners who attend the art opening exhibit at the visitor center. The artist was very pleased with the attendance at the opening. She also invited the commissioners to stop by and take at look at the two exhibits going on especially the clay exhibit.
Mike Buhler thanked the commissioners who gave support, ideas or volunteered at Fusion Fest. The attendance was just over 500 for Fusion Fest. It went well and was a great team effort.
Kim Kritz stated that the SCFD 15th Anniversary starts this weekend with a press conference at the Pavilions on Friday at 11 a.m. with a lot of free performing arts throughout the weekend. Niña Johnson thanked the commissioners for their support this last month. Niña has been working with the town of Parker on their new venue. The donor for the Sculpture of Two Bears called Niña this past week and thanked her for the placement of the sculpture. The Mayor's Art Breakfast was hosted by the HCA Commission this past Tuesday and will be called Arts Link in Lakewood (ALL). This group will meet in Feb, May and Sept. Their goals will be cross-marketing promotion and for discussion of issues that groups are trying to solve. It will become a great resource for the City.
Bob Zachman thanked Mike Buhler for all his hard work and dedication on Fusion Fest.
COMMITTEE REPORTS
Landmarks - Roberta Bhasin stated the committee discussed the Education Committee. Roberta meet with the Lakewood Historical Society and ask how they would like to be involved in helping to educate about ordinances once they are passed.
Public Art - Jan McConnell stated that the committee continues to look for input for placement of sculptures as they arise. Jan will be working with Debbie Koop on placement of a memorial ship. The committee discussed short-term and long-term goals. These include: Adopt a Sculpture, Outreach, List of sites for sculpture placement, Participation in "Save Outdoor Sculpture", A virtual tour of the Lakewood Collection on the City website.
Program - Susan Martin stated that the committee did not meet last month but has a few new members.
Out Reach & Opportunity - Jennifer Sylman stated that the committee is on a campaign to bring in new members. The committee will continue to make appointments with Lakewood Schools for informational visits. Jennifer complimented Bob Zachman of his superb job at the Mayor's Art Breakfast.
Executive - Bob Zachman read a thank you card from Tish Williams. The commission received a donor recognition plaque from the Visitor Center. The Community Liaison Committee will be discussed at the retreat. Jennifer Sylman, Barbara Tobiska, Peg Reed, and Cathy Te Slaa will be leaving the HCA Commission at the end of the year, Bob asked commissioners to continue to look for new members.
Debbie Koop gave the commissioners a brief update on the Screening Committee and process of interviewing.
Jan McConnell presented Jennifer Sylman with a recognition gift for being Chairperson last year.
Meeting was adjourned at 5:10 p.m. by unanimous vote.
