ITEM 1 - CALL TO ORDER
Mayor Burkholder called the meeting to order at 7:03 p.m. in the Cabinet Room
of the Lakewood Civic Center, 480 South Allison Parkway, Lakewood, Colorado.

ITEM 3 - DISCUSSION - Regional Air Quality Control Programs
Ken Lloyd, executive director of the Regional Air Quality Control Council and Jim Scherer, chairman, presented information to the City Council on the status air quality in the metro area as well as accomplishments of RAQC during the past year.
The Denver metro region had been designated as being in "attainment" with clean air standards by the Environmental Protection Agency for 15 years running when it lost its designation. In 2002 it became the only region in history to regain its "attainment" status.
Lloyd and Scherer also complimented City of Lakewood departments for efforts over the years to reduce particulates in the air, citing in particular the City's clean-air-fleet of vehicles and for helping to get information out on high pollutant days through the City's information sources.
Comments and questions from Council included:
Cheryl Wise expressed concern about school busses running for periods of time at West 6th Avenue and Kipling Street. Neighbors have said that Denver busses now are holding at that site as well. Lloyd responded that RAQC has no authority to cite violations but offered to get in touch with the school district and provide information.
Debbie Koop asked questions about a little-known program called "Repair Your Air" in which money can be provided to vehicle owners to make repairs that could cut emission levels from their vehicles. Lloyd responded that the money is provided through federal grants and that most repairs run $300-500 per vehicle. RAQC's goal is to provide money to repair 200-250 vehicles.
Carol Kesselman provided a brief update on the DRCOG 2030 Transportation Plan which will include a provision on plans to meet air quality standards.
Steve Burkholder reinforced the importance of maintaining the "attainment" designation as a component of being able to move forward with statewide transportation plans.
