ITEM 1 - CALL TO ORDER
Mayor Burkholder called the meeting to order at 7:00 p.m. in the Council Chambers, Lakewood Civic Center South, 480 South Allison Parkway, Lakewood, Colorado.
ITEM 2 - ROLL CALL

Full and timely notice of this City Council meeting had been given and a quorum was present.
Mayor Burkholder stated that in memory of those who lost their lives on September 11th due to a terrorist attack, September 11th is now designated as National Patriots Day. He asked everyone to take a minute on September 11th to remember those who lost their lives and directed all the flags in the City to fly at half-staff.
ITEM 3 - PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited.
ITEM 4 - PROCLAMATION - KIDS DAY AMERICA
Mayor Burkholder proclaimed September 20, 2003, as Kids Day America. Dr. Rachel
Staddick and Dr. Mark Anderson spoke on a Kids Day America event being held
at their clinic on Saturday, September 20, 2003.
ITEM 5 - PRESENTATION - JEFFERSON COUNTY PUBLIC LIBRARY CARD DRIVE
Mr. Bill Knott, Jefferson County Librarian, spoke about the public libraries
located in Lakewood and the many services they provide. A significant library
card drive is being held throughout Jefferson County and is particularly being
supported through the R-1 schools. Brett Lear, Manager of the Lakewood Library,
located at 20th and Miller, explained the library card drive in detail.
ITEM 6 - PRESENTATION - LAKEWOOD LEGACY FOUNDATION GRANTS
Eileen Schurmann, President of the Lakewood Legacy Foundation, presented a grant
to Jo Burns with Friends of Camp PaHa in the amount of $2000, one to Christine
Bess with CASA in the amount of $2000, and a grant to Kay Mosier with Mulholm
Elementary.
ITEM 7 - PRESENTATION - SOUTH KOREAN DELEGATION FOLLOW-UP
Bill Marino stated that it was a pleasure to serve on the host committee who
welcomed the delegation from Korea to Lakewood. He presented gifts to the members
of City Council on behalf of the delegation. Ed Peterson stated that the delegation
was very impressed with the City's parks, transportation, business community,
and local government. Ed Peterson introduced Charles Choi, the great grandson
of the person who is credited as the founder of modern Korea. His grandfather
composed the Korean National Anthem, was instrumental to opening up Korea to
the West, brought the Methodist Church to Korea, and worked with the Country
to bring it forward at a time when that particular area of the world was still
very cloistered and closed. A national holiday in Korea was dedicated to Charles
Choi's great grandfather, in recognition of his contribution to their society.
Charles Choi is the last living direct descendent. Mr. Peterson stated that
Lakewood is proud to have Charles Choi in their City.
ITEM 8 - PUBLIC COMMENT
Ron Stuwicki - 12420 W. Atlantic Drive - Lakewood, Colorado
Mr. Stuckwicki stated that he received a call from Vince Harris and it appears
that they are on the road to a resolution on his particular issue. He stated
that Tom Booher and Ray Elliott have responded to his needs and extended his
appreciation to the Mayor and City Council.
Walt Heidenfelder - 940 S. Yarrow Street - Lakewood, Colorado
Mr. Heidenfelder stated that September 11th is Patriots Day and although we
grieve for the 9/11 tragedy, there is also an observance of all the patriots
who served their country and lost their lives doing so. He showed a picture
of a portion of the Vietnam Memorial. It is a beautiful memorial inscribed by
the names of over 58,000 servicemen who served and lost their lives. In the
early 60's when the Vietnam War first started, he said he served as a medic
in a stateside aero-vac facility. The facility was the second or third hop for
planes bringing the casualties back from the battlefield. The Vietnam Memorial
stands to remind us what true patriotism is and it stands also to remind us
that we should never allow anyone to make light of the sacrifice or pretend
that they belong in their select group. Politicians who have never served on
active duty, never were in the battlefield, never risked their lives for our
Country, should never be allowed to pretend that they did. These people were
not pretending, they were the real thing, the real heroes, the real patriots.
Let's not let other people, especially imposters, diminish their glory and their
sacrifice.
Michael O'Beirne - P.O. Box 260313 - Lakewood, Colorado
Mr. O'Beirne stated that we live in a great City, as indicated tonight by all
the people that have come forward. He stated there was a buried utility fund
that seems to have disappeared, apparently when no one was looking. It was an
appreciable amount of money, between $600,000 and $6,000,000. Mr. O'Beirne stated
that citizens took great pains to set up this fund to increase their property
value and now it has gone missing. He stated it is time to make things right
and for those people who are responsible for absconding with these funds, who
have been dedicated by hard working citizens, to step forward and replace them.
He thanked City Council.
City Manager Mike Rock stated that there is no fund set up by the citizens of Lakewood. The Public Service Co. has a fund which is used to underground utilities. That fund is owned and controlled by Public Service Co. Those funds were used to underground utilities over its entire existence. Some of those funds were used to underground utilities in the Denver West area. Denver West, voluntarily and in an unprecedented fashion, actually repaid those funds to the City of Lakewood. There was never an obligation to repay those funds because the funds were used for their legally intended purpose, which is to underground utilities. Denver West provided those funds back to the City in a contractual arrangement that was publicly adopted by City Council. The payment was made by Denver West a year earlier than scheduled.

Councilwoman Martin made a motion to approve the Council minutes; to accept the minutes of Boards and Commissions; and ordered all ordinances introduced on first reading to be published in the Lakewood Sentinel with public hearing set for the date included in the ordinance; and ordered the adoption of resolutions, all of which were included in the Consent Agenda items introduced into the record by the City Clerk. The motion was seconded by Councilwoman Kesselman.
Public Comment: None.
Vote on adoption of the Consent Agenda: 10 Ayes. 0 Nays. The motion carried.
ITEM 13 - GENERAL BUSINESS
Councilwoman Martin made a motion to hold a special meeting on September 15, 2003, at 3:00 p.m. in the Cabinet Room for the purpose of holding an Executive Session for the purpose of developing strategies for negotiations relating to economic development projects pursuant to CRS 24-6-402(4)(e) and Section 2.15(c)(2) of the Home Rule Charter and to discuss personnel matters pursuant to CRS 24-6-402(4)(f) and Section 2.15(c)(8) of the Home Rule Charter. It was seconded by Councilwoman Kesselman.
Vote: 10 Ayes. 0 Nays. The motion carried.
ITEM 14 - REPORTS
Mayor and City Council reported on their weekly schedule of events and their
participation in various activities.
ITEM 15 - ADJOURNMENT
There being no further business to come before the Council, Mayor Burkholder adjourned the meeting at 7:40 p.m.
