Regular Meeting of the Lakewood Liquor and Fermented Malt Beverage Licensing Authority was held on this date in the City Council Chambers.
ITEM 1. CALL TO ORDER
Chairman Taake called the meeting to order at 7:00 p.m.

Full and timely notice of this meeting had been given and a quorum was present.
ITEM 3. APPROVAL OF MINUTES
Regular Meeting March 13, 2003
Mr. Wisneski moved to approve the minutes of the regular meeting of the Lakewood
Liquor and Fermented Malt Beverage Licensing Authority of March 13, 2003 as
submitted. The motion was seconded and with those present voting Aye, THE MOTION
TO APPROVE THE MINUTES CARRIED.
ITEM 4. NEW APPLICATION
Retail Liquor Store License
Wadsworth Liquor, L.L.C., dba Wadsworth Liquor
1390 Wadsworth Blvd.
Deputy City Attorney Kennebeck stated that he had reviewed the application and all of the documents appeared to be in order. The applicant must now prove that the neighborhood both "needs and desires" this liquor establishment.
Adele Reester, registration #28549, appeared before the Authority on behalf of the applicant.
Smita Merchant, 6528 S. Riviera Way, appeared before the Authority and was sworn in. Ms. Merchant explained that her business background did not involve the sale of alcohol, but she would be willing to take classes and has purchased the liquor-code book. She will be supervising two employees.
Max Scott, 1216 Tipperare Street, Boulder, appeared before the Authority and was sworn in. Mr. Scott testified that his company was hired by the applicant to conduct a survey of the neighborhood "needs and desires" for this application. He explained the petition format, how the petitioning was conducted, and the results of the survey.
Galen Foster, 1398 Wadsworth Blvd., appeared before the Authority and was sworn in. He testified that he owns a business next door to the applicant and is objecting to the issuance of the license. Mr. Foster stated that there is too much traffic and too many accidents in the area now. This location has very little access to getting back out onto Wadsworth and there is no access for a drive-through window.
Kim Snyder, 1398 Wadsworth Blvd., appeared before the Authority and was sworn in. She stated that she also objects to the issuance of this license because there are two other liquor stores within two blocks of this location. She also stated that her customers have sustained vehicle damage from traffic coming out of this location and she fears that accidents will increase with the addition of alcohol.
Helen Gross, 1385 Vance St., appeared before the Authority and was sworn in. She stated she wasn't aware of any survey being conducted in her condominium complex and she was disturbed that this location was right next to an assisted living facility.
Max Scott testified that the 1300 block of Vance Street was surveyed.
The public testimony was closed.
After brief discussion amongst Authority members, Ms. Stevens moved that the application for a retail liquor store license for Wadsworth Liquor, L.L.C., dba Wadsworth Liquor, 1390 Wadsworth Blvd. be approved. The motion was seconded and with those present voting Aye, THE MOTION TO APPROVE THE LICENSE CARRIED.
ITEM 5. GENERAL BUSINESS
Attorney Kennebeck presented a memo to the Liquor Authority that was prepared
at their request. The memo reflects the Authority's position that there is no
allowance in the City of Lakewood for a public class of license to be used as
a private club. This is a matter for the state legislature and not the local
authority.
Ms. Hansson moved to adopt the proposed regulation regarding a public class of license being used as a private club as a permanent regulation of the Lakewood Liquor & Fermented Malt Beverage Authority's Rules & Regulations. The motion was seconded and with those present voting Aye, THE MOTION TO ADOPT THE PROPOSED REGULATION CARRIED.
ITEM 8. ADJOURNMENT
There being no further business to come before the Authority, Chairman Taake adjourned the meeting at 7:50 p.m.
