ITEM 1 - CALL TO ORDER
Mayor Burkholder called the meeting to order at 7:00 p.m. in the Council Chambers, Lakewood Civic Center South, 480 South Allison Parkway, Lakewood, Colorado.
ITEM 2 - ROLL CALL

Full and timely notice of this City Council meeting had been given and a quorum was present.
ITEM 3 - PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited.
Mayor Burkholder recognized Boy Scouts in the audience from Troop #380.
ITEM 4 - RECOGNITION - HABITAT FOR HUMANITY/PARKVIEW RESIDENTS
Mayor Burkholder recognized Laurie Vsalavik, Executive Director of Habitat for
Humanity, for the Parkview residents. The homes were possible because of support
from the City of Lakewood for HOME funds and Lakewood Housing Authority for
the donation of the property. Other contributors included the Daniels Fund,
Colorado Mills, and 50+ congregations. 21,000 volunteer hours were put into
the building of the homes. Families will move in by the end of the month. Ms.
Vsalavik thanked the City for their support.
ITEM 5 - PRESENTATION - GMCA AWARD TO PUBLIC WORKS DEPARTMENT FOR SNOW REMOVAL
David Weichman, President of the Green Mountain Civic Association, introduced their Director, Russ Gleason, who presented a plaque to Dick Plastino, Director of Public Works, for the snow removal efforts of the Public Works Department in the Green Mountain Area.
Dick Plastino stated there were several members of the City involved in this recognition, including the City Council, street maintenance crews, fleet repair, the Police Department, and Community Resources. He stated it is teamwork that makes the City work during such snowstorms. \
ITEM 6 - PROCLAMATION - KATHRYN PROSE - WINNER OF COLORADO STATE GEOGRAPHY BEE
Mayor Burkholder presented a Proclamation to Kathryn Prose, honoring her as winner of the Colorado State Geography Bee. Ms. Prose has participated in the contest for four years. Colorado House of Representatives honored her success during its spring session.
Mayor Burkholder recognized Eagle Scout John Whyland for his accomplishments in earning his Eagle Scout award. Two out of every 100 scouts receive the Eagle Scout recognition. Mr. Whyland is the 28th scout from Troop #537 in Lakewood. He has earned over 27 merit badges. His Eagle Scout project was the rebuilding of a campground. Mayor Burkholder congratulated him for this Eagle Scout status.
ITEM 7 - PUBLIC COMMENT
Rita Bertolli - 13484 W. Oregon Court - Lakewood, Colorado
Ms. Bertolli asked the City Council for their support regarding the work the
neighborhood is doing regarding the property at West Alameda and Florida Avenue.
She stated she wanted to keep the City Council informed of the neighborhood
creating a homeowners association, representing 400-500 households. They have
met with several non-profits and potential organizations interested in facilitating
negotiations with the landowner. She thanked City Council members Booher and
Elliott and Ross Williams from the Community Resources Department for their
help in working toward a resolution.

Councilwoman Wise made a motion to approve the Council minutes; to accept the minutes of Boards and Commissions; and ordered all ordinances introduced on first reading to be published in the Lakewood Sentinel with public hearing set for the date included in the ordinance; and ordered the adoption of resolutions, all of which were included in the Consent Agenda items introduced into the record by the City Clerk. The motion was seconded by Councilwoman Kesselman.

Vote on the Consent Agenda: 10 Ayes. 0 Nays. The motion carried.
ITEM 13 - ORDINANCE O-2003-19 - AUTHORIZING SIGNATURE OF AN EASEMENT TO PUBLIC SERVICE COMPANY FOR UNDERGROUND UTILITY LINES AND RELATED FACILITIES ACROSS HERITAGE HILL PARK LOCATED AT 11400 WEST ASBURY COURT, LAKEWOOD, COLORADO, FURTHER DECLARING AN EMERGENCY
Public Comment: None.
Councilwoman Wise made a motion to adopt Ordinance O-2003-19 on second and final reading. It was seconded by Councilwoman Kesselman.
Vote: 10 Ayes. 0 Nays. The motion carried.
ITEM 14 - ORDINANCE O-2003-21 - AMENDING EXHIBIT B OF ORDINANCE O-98-25; FURTHER AUTHORIZING THE CONVEYANCE OF A 2 ACRE PARCEL OF LAND TO JEFFERSON COUNTY, AUTHORIZING THE ACCEPTANCE OF A COMMISSIONERS DEED WITH A REVERSIONARY INTEREST CLAUSE FOR THE SAME PROPERTY LOCATED IN THE NORTH ONE HALF OF SECTION 13, TOWNSHIP 4 SOUTH, RANGE 70 WEST OF THE 6TH PRINCIPAL MERIDIAN, CITY OF LAKEWOOD, COUNTY OF JEFFERSON, STATE OF COLORADO; FURTHER DECLARING AN EMERGENCY

Mayor and City Council reported their attendance at previous meetings and events
and announced upcoming neighborhood meetings and events.
