Regular Meeting of the Lakewood Liquor and Fermented Malt Beverage Licensing Authority was held on this date in the City Council Chambers.
ITEM 1. CALL TO ORDER
Chairman Taake called the meeting to order at 7:00 p.m.

Full and timely notice of this meeting had been given and a quorum was present.
ITEM 3. NEW APPLICATION
Retail Liquor Store License
Continental Discount Liquors, Inc., dba Continental Discount Liquors
650 S. Wadsworth Blvd.
Deputy City Attorney Kennebeck stated that he had reviewed the application and all of the documents appeared to be in order.
James Beimford, registration #13142, appeared before the Authority on behalf of the applicant.
Adarsh Kohli, 5492 S. Bahama Ct., Centennial, appeared before the Authority and was sworn in.
Kelly Pietrs, 2792 S. Race St., Denver, appeared before the Authority and was sworn in. She testified that she is the managing member of Esquire Petitioning Services, L.L.C. and was contacted by the applicant to conduct a survey for the "needs and desires" of the neighborhood. Ms. Pietrs explained how the survey was conducted and the results of that survey.
Mr. Kohli testified that he would be actively involved with the day-to-day operation of the store. He has not had any experience in the retail sale of alcohol but has attended the City's alcohol class and will have his employees attend the class as well.
Edward Boyle, 7111 W. Alameda Ave., Lakewood, appeared before the Authority and was sworn in. Mr. Boyle testified that he is the property manager for the company leasing the storefront to the applicant. He said it was his opinion that the other merchants in the center would benefit from this store.
Urvish Patel, 1000 S. Wadsworth Blvd., appeared before the Authority and was sworn in. Mr. Patel testified that he is the owner of a liquor store in the neighborhood of this application. He stated that he obtained signatures from the other liquor storeowners in the neighborhood who are opposed to this application. Mr. Patel said they feel that there are enough liquor stores in the neighborhood already and with no new construction going on one more store will place stress on the existing stores.
Ritch Deyoung, 244 S. Cody, appeared before the Authority and was sworn in. He testified that there are enough liquor stores in the neighborhood already and he is opposed to this application.
The public testimony was closed.
After a brief discussion amongst Authority members, Ms. Hansson moved that the application for a retail liquor store license for Continental Discount Liquors, Inc., dba Continental Discount Liquors, 650 S. Wadsworth Blvd. be approved. The motion was seconded and with those present voting Aye, THE MOTION TO APPROVE THE LICENSE CARRIED.
ITEM 4. GENERAL BUSINESS
Issue complaint and order to show cause and set a hearing date for:
Tavern Liquor License
La Mansion, Inc., dba La Mansion
6166 W. Alameda Ave.
Attorney Kennebeck stated that there is probable cause to issue a complaint based on events that occurred the morning of April 22, 2003. Police discovered approximately 20 people inside the tavern around 3:00 a.m. all of whom were consuming alcohol. This activity is a violation of the Colorado liquor code as it relates to allowable hours of service.
Ms. Stevens moved to hold to a date certain of July 24, 2003, the complaint and order to show cause hearing for La Mansion, Inc., dba La Mansion, 6166 W. Alameda Avenue. The motion was seconded and with all those present voting Aye, THE MOTION TO ISSUE A COMPLAINT CARRIED.
ITEM 5. ADJOURNMENT
There being no further business to come before the Authority, Chairman Taake adjourned the meeting at 7:45 p.m.
