MINUTES

ITEM 1 - CALL TO ORDER
Mayor Burkholder called the meeting to order at 7:01 p.m. in the Cabinet Room of the Lakewood Civic Center, 480 South Allison Parkway, Lakewood, Colorado.

ITEM 3 - PRESENTATION - Proposed Concrete Plants Ordinance.

Council Member Bob Murphy gave opening comments about the proposed ordinance and why it was being proposed.

Richard Plastino, Public Works Director, gave a PowerPoint presentation about the ordinance. A copy of it is available at the City Clerk's Office. He also explained the city has sought comment from industry officials by providing a copy of the proposed ordinance to those in the industry.

Discussion ensued among the City Council members. The City Council reached consensus to bring the proposed ordinance forward for first reading following additional research into several requirements including: the hours of operations, fees, paved parking at a concrete plant, any similarities to issues at Lakewood Brick Co., covers for piles of material taller than 10 feet at a plant, the location of other concrete plants in the metro area and the possibility of having different hours of operation on Sundays.

ITEM 4 - PRESENTATION - Proposed International Building Code; International Residential Code; International Fire Code; International Plumbing Code; International Energy Conservation Code; International Fuel, Gas Code; International Mechanical Code; National Electrical Code.

Jay Hutchinson, City Engineer, gave a PowerPoint presentation on the proposed changes. The presentation is available at the City Clerk's Office. The City Council updates the codes every three to four years. There are eight codes being proposed.

The source for two of the codes, the National Electrical Code and the International Mechanical Code, remain unchanged. These new codes are simply an update.

The organizations that were the source of three of the codes have disbanded in favor of adoption of the international codes. The groups that disbanded affect three codes. They are the building code, the energy conservation code and the fire code.

Two of the codes are new for Lakewood. They are the International Fuel, Gas Code and the International Residential Code.

One of the eight codes has changed the source for the code. That code is the plumbing code, which would be changed to the International Plumbing Code.

A discussion ensued among the City Council members. The City Council reached consensus to bring the codes forward for first reading following additional research on several items including information about a proposed ban of propane grills on decks of multi-family dwellings under the International Fire Code.

ITEM 5 - OPEN DISCUSSION - Council Member Bob Murphy made a motion to bring forward the nomination of Council Member Carol Kesselman as the Mayor Pro Tem. The nomination would be brought forward to fill the vacancy left by Council Member Jackie Herbst, who left the Mayor Pro Tem position.

Council member Barb Martin seconded the motion.

In a 11-0 vote, the City Council approved bringing forward the nomination of Council Member Carol Kesselman for Mayor Pro Tem to a regular City Council meeting.

ITEM 6 - MAYOR AND CITY COUNCIL REPORTS -

Council Member Ray Elliott said there continues to be citizen concern over a lot on West Alameda Avenue proposed for condominiums.

City Manager Mike Rock handed out three items showing the number of parks in each ward and the acreage of each park. The items were to aid the City Council in responding to concerns raised about the lot on West Alameda Avenue proposed for condominiums.

ITEM 6 - ADJOURNMENT -

Mayor Burkholder adjourned the meeting at 9:10 p.m.
