Roice Horning, Chairperson, called the meeting to order at 4:00 p.m.

I. Approval of Minutes:
a. Motion to approved minutes by Cay Bettinghaus, and seconded by JoAnn Furay. Commission voted to accept. No discussion.

II. RTD Presentation and Comments by Commission - Andy Mountain

Suggestion was made by Andy to write down all comments and submit on form to RTD. What was discussed with him would not be officially reported back to the RTD Board. There is a meeting next Wednesday, April 16th at Sheraton Denver West regarding Light Rail for the community.

Questions and Discussion of the DEIS by Commission members and Andy Mountain:

Chapter 1 - Purpose and need and Chapter 6 - Financial Plan (Walt Heindenfelder)

Where did the present # come from? DRCOG
How are the projected numbers for the increase in 2025 possible?
How was the end of line determined? Looked at 19 locations. Will go under 6th and Simms on RTD right-of-way
Will there be a stop at Colorado Mills? No, the developer did not want one
Where will the entry be at Cold Springs? Entry at Union and Alameda

Chapter 2 - Alternatives Considered - Jean Kyle

Chapter 3 - (1st half) Affected Environment - JoAnn Furay

Questions Answers
If we do not have the people to use the current service, how do you justify Light Rail? Growth on 6th Avenue /Wadsworth has increased over a 25 year period by 20%Population increase has been 30% over 25 years.
Cold Springs - will double the size be adequate? Have not purchased property yet. RTD learned from experience at Mineral and Broadway that DRCOG study and real life experience are different. Nearly every parking structure is double what model recommends.
Is there enough access to the new Cold Springs location? What about off of 2nd Avenue? There is a planned access at the new 2nd Avenue entry and Alameda and Quail entrance.
How much noise will there be with the light rail system in communities? Mitigation is necessary if noise level would increase over 5 decibels. A 3 decimal increase would be noticeable by the human ear. Highway noise at 50 mph would be 70 decibels.

Chapter 4 -Transportation Impacts - Bill Minard

Garrison Station Impact
The plan calls to use the church parking lot for drop offs, as there is no parking at this location. Promoted as a Kiss and Ride area. Has a study been completed on what this will do to traffic in the area? Crossing guard study shows no impact on traffic at this location.
Are there plans to put stations on both sides of the street to avoid some traffic problems? Put comment card in for two stations.
How will the noise level be once Light Rail is in place on the houses in the area? RTD is committed to mitigation if noise level increases over 5 decibels.

What will be the impact of runoff from the parking lots? They will be minimal, as the design will take into consideration the ability to absorb.

Chapter 6 - Financial Plan - Susan Enney

Questions Answers
How will this project be paid for? RTD Fastrax 4/10 of 1 cent increase in sales tax.Local and Federal revenue streams determined by votersFinancial DEIS - September of 2002Showed that it would cost $495 million to complete; by opening day 2010 it will be $615 million. Without Fastrax not completed until 2025 and will cost $785 million to complete.
How is pending legislation taken into account? HB1103 is trying to divert RTD monies.

Chapter 7 - Public Involvement - Susan Enney

Just noted correction on table to Andy. Please send in comment sheet to Steering Committee.
Steering committed consists of elected officials, C-Dot staff, RTD staff and citizens.

Chapter 8 - Draft Section Statement - natural Beauty, parks, Recreation, Open Space, Wildlife/Waterfowl refuges, Historic Sites. Jackie Campeau

Light Rail will improve most parks
There will be more impact on Richey Park than is recognized in DEIS

Appendices - Roice
Nothing to question

Commission will address the following items with RTD as a whole.
1) Is in favor of Light Rail
2) Sidewalk improvement on Garrison
3) Address all issues concerning the Garrison Street station including two stations, drop off affect on traffic flow.
4) Noise - How many decibels is 35 mph and how far away (50 ft).
5) Park and Ride at new Cold Spring's parking lot.

Motion was made to submit above as commission by Cay and seconded by JoAnn. Commission voted to approve sending letter as whole to RTD

- III. Presentation and Discussion of needs assessment information - David Appel and Edie Richey.

a. Presented DRCOG and Jefferson County on Aging Information Results.
i. Ranking by DRGOG was Health Care, In-Home Care Issues, Caregiver Support and Transportation.
ii. JCCoA results by ranking were Transportation, Health Care Issues, Caregiving Referrals, Information and Access and Support Services.
iii. Lakewood Older Adult Programs ranked as follows: Transportation, housing, in-home support, general information, health/medical, human services, legal, city department, social security and crime and fraud.
- Also shows an increase in foot care. Visiting nurses will add one more nurse in coming months to assist at the Clements Center.
- Average calling age for Women is 74.9 and men 72.9
- Most are calling for themselves
- More calls than walk-ins.
- Average person has 3 needs (one leads to another)

iv. Jefferson County Study on Transportation
- Access and affordability
- Weekend and holiday service
- Fund for transportation other than medical
- Lobby for additional funding

IV. Announcements

a. Thanks to the City Manager's office for the new name tags and place cards
b. Nina has May refreshments
c. Next year's forum for the Good News Breakfast may include senior issues
d. Senior Law Day will be June 7th and will fill up quickly. Register if you plan on attending

V. Committee, liaison and event attendee reports.
a. Legislative - Walt Long Bill narrative
b. Cultural and Diversity Commission - Harry. Funding and revised budget were submitted. The Spanish and English educational classes will begin again. Five hours on a Satuday, intense emergence. Will consist of 15 Hispanic speaking and 15 English speaking citizens. Dr. Lindsay will present class to all city employees "Beautiful People, Beautiful Teams"
c. Staff Announcements:
i. Edie thanked those members who attended the session with David prior to the meeting to see how the Reach Out office is run.
ii. Passes out the statistical sheets to the commission.
iii. Friday, May 2nd is the Fire and Ice (Ice Cream Social) at that Clements Center. Sponsored by the Clements Center and the Metro Fire Dept.
iv. The Senior Health Fair is on May 28th at the Inn at Lakewood.

d. Communications - Jackie - Committee is working on presentation and should have final draft ready for review by next meeting.

Suggestion to request time with the City Council to present the annual review and the Power Point Presentation in June/July.

Motion made by Jackie and seconded by Jean. at the June/July. Commission voted to approve.

Motion was made by Jackie to adjourn and seconded by Susan. Meeting adjourned at 6:00 p.m.
