ITEM 1 - CALL TO ORDER

Mayor Pro-Tem Herbst called the meeting to order at 7:00 p.m. in the City Council Chambers of the Lakewood Civic Center South Building, 480 South Allison Parkway, Lakewood, Colorado.

ITEM 4 - PRESENTATION - LAKEWOOD COMPREHENSIVE PLAN

Roger Wadnal, Manager of Strategic Planning, thanked everyone for attending the meeting. He stated that the proposed Lakewood Comprehensive Plan is a result of a two-year product, which the Planning Commission and staff have completed. He stated that the Comprehensive Plan is a broad-based document. It provides for goals and policies throughout the City for land use, transportation, parks and open space, and esthetics. He explained there is a clear distinction between goals and policies and action steps and implementation steps. There are general guidelines put in the Plan under Goals and Policies. The next step would be to develop an Action Plan with implementation steps. That is when some of those specific actions would occur. The previous Comprehensive Plan was a policy- based document. This Comprehensive Plan is a policy-based document as well.

Mr. Wadnal stated that the Comprehensive Plan looks 10-15 years into the future. It looks at what Lakewood wants to be in 10-15 years and that was the task that was brought forward with the Planning Commission.

Mr. Wadnal stated Lakewood was developed primarily in unincorporated Jefferson County. It was incorporated in 1969 as a City of approximately 70,000 people. Lakewood was developed without a lot of regulations, without any comprehensive planning. The first Comprehensive Plan was adopted in 1975 and another in 1987. It is about 10-15 years between redoing the Comprehensive Plans. A lot of issues changed between '75 and '87 and changed between '87 and today. There are some different issues to be looked at. In the period between the previous Comprehensive Plan being adopted and today, there have been a lot of planning efforts; neighborhood plans, corridor plans, special area plans, etc. All of those planning efforts would be folded over into the Comprehensive Plan. The Comprehensive Plan is an advisory document. It is a set of goals and policies that the Planning Commission is looking at when looking at a land use case, but it cannot be interpreted beyond a set of goals and policies. Any detailed regulations would need to be part of the zoning ordinance and that would be another implementation step. It looks at the physical plan of the City including parks, open space, and land use. It looks at a 10-15 year time frame and again is a statement of goals, policies, and actions steps. What are here today are goals and policies. A goal is a broad-based objective. Policies are objectives to achieve the goals and then action steps are specific tasks required to meet the policies.

This Plan replaces the 1987 Plan. The neighborhood and special area plans would remain in effect. It is a work in progress. The next step would be implementing the Plan.

Over the two-year period there has been a lot of public input. There have been two major public meetings, town meetings with over 100 attendees, meetings with special interest groups, and neighborhood organizations. The draft document was put on the citywide website. A community survey was conducted. Planning Commission, individually and as a group and staff and citizens met to talk about the contents of the Plan. The Plan was brought forward to the Planning Commission for adoption in February. It is the Planning Commission's task to adopt the Comprehensive Plan and to update it. It is Council's task to approve it. The formal request is to have Council forward the Comprehensive Plan's goals and policies for approval at the next regular meeting of the City Council.

The Planning Commission members reviewed the section of the Plan including General Land Use, Community Image, Appearance and Design, Residential/Neighborhoods, Urban Centers, Economic Development, Transportation, Community Sustainability, and Parks, Recreation & Open Space.

Planning Commission Chairwoman Bunny Malm stated that the updated Comprehensive Plan being presented to City Council was adopted by the Lakewood Planning Commission at a public hearing on February 19, 2003.

A question and answer period followed and City Council agreed to bring the Comprehensive Plan forward for formal adoption at their next regular meeting on May 12, 2003.

ITEM 4 - PRESENTATION - REPORT ON ZONING ORDINANCE REGULATIONS RELATED TO THE DEFINITION OF SCHOOLS

Planning Commission Chairwoman Bunny Malm stated that the Planning Commission was charged with the responsibility of defining schools and determining where schools should be located. Realizing the complexity of this issue, Planning Commission, through staff, has attempted to access every source of information that was available on the subject. This was done in an effort to see what other cities in the country are doing and how it is being handled in different areas of the country. People are working hard on the subject and the Planning Commission will schedule a study session next week and a subsequent public hearing. She stated that the matter would hopefully be referred to City Council within the next three weeks.

ITEM 5 - MAYOR AND CITY COUNCIL REPORTS

Mayor Pro-Tem Herbst stated that a youth job fair was held last Saturday at the Cultural Center and over 300 youth were in attendance. She stated she was pleased with the results. Next year it may be called the "Youth Opportunity Fair" since there were a lot of volunteer opportunities available for children as well. She encouraged the businesses in the community to support the youth in the community.

She reminded everyone of the Jewell/Wadsworth Business Association meeting scheduled for tomorrow morning at 7:30 at Liberty Bank.

She stated the Alameda Gateway Association Meeting is scheduled for Wednesday morning at 7:30 at the Belmar Sales Office.

She reminded City Council members that tomorrow afternoon at 2:00 p.m. is the Police Department's Award Ceremony.

Councilman Murphy
Councilman Murphy stated that the Two Creeks Annual Picnic is this Saturday, May 10, at Molholm School grounds from 10 a.m. until 1 p.m. There will be lots of exciting activities.

Councilwoman Koop
Councilwoman Koop reminded everyone that this Saturday, May 10th, is the O'Kane Unity Walk and Fitness Fair. She invited everyone to attend. Registration begins at 8:00 a.m. The Walk is from 9-10 a.m. The Fitness Fair is from 10-12 noon.

ITEM 7 - ADJOURNMENT
