The following are the minutes of the March 5, 2003 Lakewood Planning Commission Public hearing. A permanent set of these minutes is retained in the office of the City Clerk and a tape recording is located in the department of Community Planning and Development, City of Lakewood.

The roll having been called, Chairman Malm declared a quorum and the following business was
conducted.

2. CASE NO. PL-03-001 PLANNING

Alameda Cornerstone Plan

KATE ERICKSON entered into the record the staff report, Comprehensive Plan, and the Alameda Cornerstone Plan. She mentioned two changes and they are as follows: 1) for the Planning Commission to find the Cornerstone Plan is consistent with the goals of the Comprehensive Plan, specifically identity and image, urban centers, economic development, transportation, parks and recreation, and open space: 2) a finding number seven which states the Alameda Cornerstone Plan replaces the 1995 West Alameda Corridor Plan. She then reviewed the plan and asked Planning Commission to approve the Alameda Cornerstone Plan.

COMMISSIONER CHOI wanted to know the difference between the Cornerstone Plan and the West Alameda Corridor Plan?

KATE ERICKSON said the Cornerstone Plan extends the study area, and clearly identifies centers such as a downtown Lakewood area at Alameda and Wadsworth, and small neighborhood centers at Harlan, Garrison and Oak.

COMMISSIONER HOLLEN referred to the Business Improvement District and wanted to know why that particular model was selected?

KATE ERICKSON answered, staff wanted a range of action steps that everybody would be responsible for implementing, not just the City.

COMMISSIONER HOLLEN like the idea of a demonstration project and asked if staff would be open to doing one in conjunction with a performance based approach as advocated in the new Comprehensive Plan?

KATE ERICKSON thought if they were to come forward at the same time that would be doable. It is hard for staff to do a demonstration project because of ownership of land along the corridor. When staff has a preplanning project along the corridor on Alameda, they will be more aware and start the process earlier using the Cornerstone Plan.

COMMISSIONER MARINO based on the staff report and testimony at this hearing, moved the Planning Commission adopt the Alameda Cornerstone Plan, and forward the plan to City Council for approval at their regular hearing on March 24, 2003. SECOND by COMMISSIONER PETERSON.

Motion approved by a 7-0 vote.

GENERAL BUSINESS

COMMISSIONER LLOYD said on March 19, 2003 there will be an Open House and wanted an update.

KATE ERICKSON said there will be an open house for the Framework Plan for the West Corridor Light Rail Line. The idea of the plan is to put all the concerns regarding the light rail line on 13th Avenue would be all in one place and that RTD was aware of the information. The neighborhood asked for input to provide public input into the Environmental Input process, but this is not an official meeting affiliated with the Federal Environmental process. There will be information about the stations, noise, rail line, vibration impacts. Also the Federal forms will be available for people to fill out and to be given to RTD. It is from 6-8 p.m. at the Clements Center.

COMMISSIONER LLOYD pointed out that is a Planning Commission public hearing that night, however, thought Commissioners could go early and look things over. Also, the draft DIS will be released on that project on March 14th with a public comment process.

KATE ERICKSON added, staff is looking at April 7th for a joint session with Council. She thought it important to get Council, Planning Commission and the public comments prior to the hearing.

ADJOURNMENT

There being no other business to come before the Lakewood Planning Commission, the public hearing of December 18, 2002 was adjourned at 7:00 p.m.
