CALL TO ORDER
The Chair, Sandra Maben, called the meeting to order at 5:33 p.m. with roll being called by the Administrative Assistant. The Chair stated a Quorum was present.
CHANGES AND MODIFICATIONS TO AGENDA
Changes to the agenda as stated.
APPROVAL OF MINUTES
A motion was made by Gari Westkott, seconded by Robert Sandridge that the minutes of the January 27, 2003 annual meeting be approved as corrected. The vote of the Commissioners was as follows:

HOUSING MANAGER REPORT
Introduction of Guests
Sabrina Pierre-Louis introduced Minoo Poorteymoor, candidate for the resident commissioner position on the Lakewood Housing Authority Board. Minoo is been a Housing Authority Section 8 resident since 1996. Minoo is currently employed with Consulting Management Education. The company owns and leases nursing homes and assisted living facilities. She also works part time at US Bank. She originates from Iran, has been in the United States since 1974, has two grown children and will soon become a US Citizen.
Request for Resolution to Certify the 2002 Section 8 Assessment Program (SEMAP) Indicators
Tillie Wright requested a resolution to certify the 2002 SEMAP. The certification is HUD's way of grading the Housing Authority on their performance as an agency on a yearly basis.
A motion was made by Gari Westkott, seconded by Robert Sandridge to certify the 2002 Section 8 Assessment Program (SEMAP). The vote of the Commissioners was as follows:

The resolution carried.
Request for Resolution to approve the Public Housing Assessment Certification (PHAS)
Sabrina Pierre-Louis requested a resolution to approve the 2002 Public Housing Assessment System Certification (PHAS). This is HUD's way of grading the Housing Authority on their performance as an agency on a yearly basis.
A motion was made by Gari Westkott, seconded by Joan Smith to approve the 2002
Public Housing Assessment Certification. The vote of the Commissioners was as

Presentation of Award to Cara McKnight
Joan Smith, Commissioner of the Housing Authority, introduced Cara McNamara. Cara is a 17-year old public housing resident and student at Alameda High School. Cara is the recipient of the First Annual Lakewood Housing Authority / Red Rocks Community College Scholarship. Cara was chosen for this award based on her answers to essay questions regarding her goals to become a self-sufficient young adult through increasing her education past high school. Cara was also recognized at the Martin Luther King Jr. breakfast at Red Rocks on January 20, 2003. Joan Smith presented Cara with a plaque. Cara's mom, Sandra, was present as Cara received her award.
Miscellaneous
Sabrina passed out information on the 2003 Appropriation Bill. Sabrina also disseminated the 2003 Income Limits information.
Sandy Maben asked Sabrina to update the board members on Community Service requirements for Public Housing tenants at the March meeting.
FINANCIAL REPORTS
Revenue and Investments Reports
There was some discussion on the reports. Sandra Maben would like to consider language changes on restricted funds by the board and restricted funds by the Federal Government on future reports. Additional discussion took place on specific restrictions for clarity.
EXECUTIVE DIRECTOR REPORT
Housing Appropriation Grant Application
The Resource Development Division of Community Resources applied for a grant to further Diversity Training at the City of Lakewood. The Housing Corporation was chosen as the applicant since the Corporation is a non-profit, 501C3.
NAHRO Legislative Conference
Joan Smith will be attending the conference on March 16 - 19 on behalf of staff and board members of the Lakewood Housing Authority. Tami, Sabrina and Joan will have a lunch meeting prior to Joan's departure to discuss sessions at the conference.
Miscellaneous
Some discussion took place regarding the packet attachments.
DEVELOPMENT MANAGER REPORT
Development Updates
Willow Glen is going well. The parking garage is about 90% complete and framing is underway.
Next month, Bill may be discussing the proposed agreement between Fairfield regarding the Mountain View Village property. Detailed discussions will most likely take place at the March meeting. Negotiations are going well.
Rehab on Zephyr is underway. A meeting was held with the tenants and the meeting went very well.
OTHER BUSINESS
There is no other business of the Lakewood Housing Authority.
