CALL TO ORDER
Jennifer Sylman called the meeting to order at 4:05 p.m.
ROLL CALL
Members Present: Roberta Bhasin, Jan McConnell, Jennifer Sylman, Letitia Williams,
Barbara Tobiska, Donald Tallman, Dave Wiechman and Zachary Matyja.
Absent: Zenat Shariff Belkin, Joan Howard, and Peg Reed.
HCA Staff Members: Robin Anderson, Susan Martin, Elizabeth Nosek, Win Filipunas, Kris Anderson and Mike Buhler.
Council Members: Barb Martin and Debbie Koop
The public comment book was out and made available for public sign in.
APPROVAL OF MINUTES
Minutes from January 15, 2003 were approved by unanimous vote.
STANDING COMMITTEE REPORTS
Landmarks - Donald Tallman stated that the committee is really starting to take
off. The committee is in the process of looking at applications. The staff has
already begun the process for designating the Diner. The Planning Commission
will be meeting tonight and will review applications. They are hoping to get
the Diner designation by March 19. A presentation was made by Win Filipunas
and Lyle Miller about three Lakewood historic neighborhoods, Two Creeks, Cloverdale,
and Glen Creighton. Donald gave a brief update on JCRS and RMCAD. Niña
Johnson meet with RMCAD recently. The JCRS campus is on the National Register
and State Register.
Public Art - Jan McConnell stated at their last meeting their guest speaker was Jerry Halsor from the Loveland Invitational Sculpture Exhibit. Jerry gave great ideas and suggestions on how to put a spark 1n our Art on the Commons Exhibit. Robin Anderson gave an update on the juried Sculpture Show that will take place at the Cultural Center, with entries due March 28, 2003. Opening reception will be March 15th. Jan passed around an invitation for a preview look at the final designs for the Stegosaurs that will be held Tuesday, March 18, 6-8 pm. Barb Martin gave a brief update on her Three Generations/Triad sculpture project. Barb is working on brochure revisions. Jan stated that the brochure for the Lakewood Public Art Collection is almost complete and she should have a final copy by the next commission meeting. The Public Art Committee has a new member her name is Karen White, who is an art teacher.
Program - Donald stated that the program committee spent most of the meeting discussing the audience survey that's being developed. Susan Martin said that so far it seems to be working well. We're getting a good response from the audience. Susan gave a brief update on upcoming performances.
Friends - Did not meet.
O & O - Jennifer Sylman stated the committee is continuing to work on the Tier II SCFD Fund Allocations. The committee continues to contact Lakewood Schools.
Executive - Jennifer Sylman passed out an update from Niña Johnson who was unable to attend the meeting.
¨ Lakewood Heritage Center - Continuing to update and respond to citizen concerns about activities at the LHC and our stewardship of the park.
¨ Visitor Center - The project is ahead of schedule due to good planning and preparation in addition to the bonus of excellent weather. The date of completion is estimated to June 2003. We will open the building to the public in Sept. with an opening exhibit entitled Our Beautiful Heritage: A Journey into Light and Color. The exhibit will be in the changing gallery. The retail store, education classroom, catering kitchen and bathrooms will be open. The permanent exhibit gallery will not open to the public until 2004.
¨ Diner - The historic Valentine Diner is on site permanently. A State Historic Fund grant is being written for the April 1, 2003 grand round. The grand will request funds for the restoration of the diner. The City will match the grant amount with 25% of the total request. If approved, restoration will begin in Fall 2003 and will open to the public in Fall 2004. The diner is currently undergoing the designation process as a local landmark. The Commission will be asked to write a letter in support of the grant. Landmarks Committee Chairman, Donald Tallman, will coordinate this letter.
¨ Festivals - The festival season is still in question due to the drought. The History Fair for students will take place on site in May. All other festivals are currently on hold.
¨ Camps and Classes - Both camps and classes at the LHC, LCC, and WH are currently being scheduled. Programs have been adjusted to decrease their impact on both the O'Kane Park and Belmar Park. Normal activities have been moved inside wherever possible.
¨ Summer Concerts and Drought - Due to the continuing drought conditions we are considering a move of the eight summer Sounds Exciting! concert series from the Amphitheater to the Commons Plaza. The concerts will be presented Thursday evenings June 12, 19, 26, July 10, 17, 24, 31 and August. All programs will be ticketed as in the past with the exception of a free August 7th "Thanks for helping us protect our park" concert.
¨ SCFD - The 15th anniversary of the SCFD will be celebrated in Sept. 2003. Our venue will host one type of celebration for the event. The rest of the SCFD counties will also be holding celebrations during the week. The reauthorization of the legislation will take place in the legislative session in 2004. It will go to the voters in November 2004. The current authorization sunsets in 2006. Our Tier II qualifying audit is underway. Our expectation is that we will make the threshold and once again qualify as a Tier II organization.
¨ RMCAD - The Rocky Mountain College of Art Design purchased the historic JCRS campus last month. In cooperation with Community Planning and Development we have been meeting with the new owners. We attended a session with an architect to discuss campus issues and long-range development. In addition, I have met with the State Historical Fund Director and the staff of the Rocky Mountain College of Art and Design to discuss historic preservation grants for specific properties.
¨ Lakewood Cultural Center - Programming for the 2004 season is currently being determined. The type and amount of programming will remain the same as the current season. Rentals and retail continue to be a growing revenue stream for us at the Center.
¨ Art on the Commons Exhibit - Art on the Commons is a program undergoing revision. We are working with artists from the Loveland Sculpture Show and others to do an invitational show this year. The timing for the Art on the Commons Exhibit may change slightly due to the new focus of the program.
STAFF REPORTS
Win Filipunas stated the Planning Commission meets tonight and will review historic
preservation applications. Camp applications are completed for the division.
Most of the camps are located inside so there will be little impact on the grass.
Elizabeth Nosek gave a brief update on summer camps. Elizabeth is working on a program called History Explorer where you can become a Lakewood History Explorer. This program will start in March.
Kris Anderson gave a brief update on RMCAD (Rocky Mountain College of Art and Design). The college is planning to start classes on July 1. Kris is working with them on temporary storage of archival materials. Kris stated that we are committed to helping as much as we possibly can to preserve those materials.
Robin Anderson stated that the Bauhaus Exhibit is going on in the North Gallery and there will be a panel discussion on Saturday at 2 pm. A critic from the Rocky Mountain News will attend. Souvenirs of America Exhibit is now on display.
Mike Buhler has been doing a lot of work on the History Fair with Elizabeth. 2500 children will be attending this program. The ArtFest planning phase kicks off tomorrow, if any commissioner would like to attend please let Mike know. Mike has been looking at options for summer events due to the drought.
Susan Martin stated that she is getting ready to announce the summer series soon. This year Susan has taken over as City liaison for our Sister Cities Exchange program with Chester, England. Lindsey Ellis, a flautist, will be coming over this year. Susan is looking for home stays for Lindsey during her 2-week stay here. If you know of a place that might be fun for her to perform and/or speak, please let Susan know. Our exchange student is Katie and she will be representing Lakewood this year in Chester, England.

Bob Zachman asked commissioners to do their part and help foster understanding
and knowledge of what SCFD is and what it does.
Cathy TeSlaa gave a brief update on SCFD and offered to schedule presentations
from SCFD to any group or meeting that would like them to speak. She also passed
around information data on SCFD.
Barb Martin stated that there is an adult exchange with Chester, England. If
anyone is interested in traveling to England please let Barb know.
Jennifer Sylman read a "Thank you" card from Peg Reed.
Debbie Koop stated that as chair of the Screening Committee she wants to make
sure that all commissioners feel that they belong to City of Lakewood. She wants
to make sure that commissioners have nametags and tent signs.
