A RESOLUTION
SUPPORTING THE RECOMMENDATIONS CONTAINED IN THE DRAFT ENVIRONMENTAL IMPACT STATEMENT PREPARED FOR THE WEST CORRIDOR PROJECT WITH CONDITIONS AS NOTED
WHEREAS, the west corridor rapid transit project has been contained in the Denver area Regional Transportation Plans for over 20 years, and;
WHEREAS, a Major Investment Study (MIS) completed in 1997 recommended Light
Rail as the preferred alternative, and;
WHEREAS, the same MIS recommended the Associated Railroad line through Lakewood
to the Denver Federal Center and then along US 6 to Jefferson County as the
preferred alignment, and;
WHEREAS, the Countywide Transportation Plan adopted in 1998 supported these findings, and;
WHEREAS, the Draft Environmental Impact Statement (DEIS) published by the Regional Transportation District (RTD) and the Federal Transit Administration (FTA) confirm that this is the appropriate technology and alignment.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakewood, that:
SECTION 1. The City of Lakewood supports the alignment proposed in the DEIS with the exception of the proposal to follow Quail Street through the Lakewood Industrial Park. Based upon information developed after the DEIS was published, the city concurs that following the existing rail spur through the Lakewood Industrial Park is the preferred alternative.
SECTION 2. The City of Lakewood supports the location of the proposed Maintenance Facility east of Harlan and north of a relocated 11th Ave. The City of Lakewood also supports the location of the proposed Oak Street Station, which makes the existing land owned by RTD in the northern part of Lakewood Industrial Park available for suitable development.
SECTION 3. The City of Lakewood supports the addition of a station north of 8th Ave. in the Lakewood Industrial Park to better serve the redeveloping area north of US 6 and Union/Simms.
SECTION 4. The City of Lakewood supports full and active participation by both the City and it's citizens as the project proceeds to Final Design and construction. The development of adequate mitigation measures to protect Lakewood neighborhoods must be an essential component of future West Corridor Project plans.
SECTION 5. The City of Lakewood supports the full integration of a grade separated D-10 bikepath in the corridor, including grade separations at Sheridan Boulevard, Wadsworth Boulevard and Kipling Street. It is critical that during final design options for addressing this bikepath be both physically and fiscally explored.
SECTION 6. The DEIS recommends modifying the Dry Gulch and North Dry Gulch floodplains to remove the light rail tracks from the floodplains. The City of Lakewood supports floodplain design that incorporates aesthetic, native materials and provides amenities in addition to stormwater conveyance such as open space, recreational opportunities, and wildlife corridors. The floodplain modifications presented in the DEIS are less than desirable from both stormwater conveyance and aesthetic standpoints. Options to the proposed drainageway design should be explored to seek more acceptable and still fiscally sound design.
