GOVERNING BOARD MINUTES
JANUARY 30, 2003 5:30 P.M.

Roll Call:

Tami Fischer called roll for staff and board present.

Present: Jackie Herbst, Bob Murphy, Ray Elliott, Sharon Keith and Tami Fischer

Head Start Overview

Sharon Keith opened the meeting by distributing a handbook and presenting an agenda to discuss the program history of Head Start, where the current centers are located, reviewing the Head Start By-Laws, voting regulations and current Head Start news.

The City of Lakewood began offering Head Start Services in 1997 as a delegate to the Jefferson County Head Start Program. In the year 2000, Jefferson County agreed to relinquish part of their service area, which the City of Lakewood applied and become its own grantee.

The Head Start Program is part of the Housing and Family Services Department within the City of Lakewood and a division of Family and Children's Programs.

The handbook distributed to the board members includes names of the staff and the location of the Head Start Centers. Head Start has eight classrooms and six centers in the City. There are 35 staff members for the Head Start classrooms.

Sharon Keith shared the types of services related to the Head Start Program. The highest concentration of classrooms tends to be the east side of Lakewood, which coincides with the highest demands for services.

Currently, the Head Start program serves 131 children. Each of the family support workers carries a caseload of 30-40 families.

Responsibilities of the Head Start Governing Board are outlined in the By-Laws and were reviewed.

Sharon further discussed with the Board, policy council, policy and procedures, and Head Start eligibility requirements.

Sharon pointed out that there are City policies and procedures already written that need to be followed. There is one operating responsibility that is handled through the City. That responsibility is to establish a procedure for hearing and resolving community complaints about the Head Start Program.

There was open discussion on Head Start in the News.

Election of Officers

A motion was made by Ray Elliott, seconded by Jackie Herbst that Bob Murphy be nominated as Chair of the Head Start Governing Board.

A motion was made by Jackie Herbst, seconded by Bob Murphy that Ray Elliott be nominated as Vice-Chair of the Head Start Governing Board.

A motion was made by Ray Elliott, seconded by Bob Murphy that Jackie Herbst be nominated as Secretary of the Head Start Governing Board.

Remaining items for the Board's review will be discussed and voted on at a later date. One of the items is the program's self-assessment. The tool used for the self-assessment is the same tool that the Federal Review Team uses. There are 17 core questions to determine whether or not the program is in compliance.

There was discussion on the current budget line items of the Head Start Program. Sharon explained that the Head Start program budget year is on a different budget schedule from the City.

Goals and Objectives

Sharon briefly explained the Goals and Objectives to the Board and asked that they read them over carefully as these will need approval at the next Head Start Governing Board.

Other Business

The Program Information Report and Federal Income Guidelines will be sent to the board members along with the agenda and packet information prior to the next Head Start Governing Board Meeting.

The next meeting of the Head Start Governing Board is scheduled for the 27th of February at 5:30 p.m.
