ITEM 1 - CALL TO ORDER
Mayor Burkholder called the meeting to order at 7:00 p.m. in the Council Chambers, Lakewood Civic Center South, 480 South Allison Parkway, Lakewood, Colorado.
ITEM 2 - ROLL CALL

Full and timely notice of this City Council meeting had been given and a quorum was present.
ITEM 3 - PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited.
Mayor Burkholder stated that Channel 8 is currently running public service announcements supporting the troops and their families. He asked City Council for their support to draft a proclamation stating their support for the troops. Consensus was given by City Council.
ITEM 4 - PRESENTATION - METROPOLITAN MAYORS YOUTH AWARDS
Metropolitan Mayors Youth Awards were presented to Cami Tuininga and Valerie
Baehr-Entwistle for overcoming major obstacles in their lives to become successful.
ITEM 5 - RESOLUTION 2003-23 APPOINTING A MEMBER TO THE LAKEWOOD HOUSING AUTHORITY
Councilwoman Koop made a motion to approve Resolution 2003-23. It was seconded by Councilwoman Herbst. Vote: All Ayes. No Nays. The motion carried.
Councilwoman Koop introduced new member Minoo Poorteymoor.
Snow Plowing Program
Director of Public Works Dick Plastino discussed the snow plowing program which
took place last week. Lakewood received 36" of snow. Lakewood has 500 miles
of streets to plow; 150 miles are priority streets which were kept open during
the entire storm. 350 miles of residential streets were plowed after the main
priorities were plowed. 48 pieces of equipment were running at the peak of the
storm. 22 contract vehicles were also used. The high moisture content will help
fill Denver Water reservoirs a little. Lakewood trucks, front-end loaders, and
blades had operation troubles due to the heavy moisture content. During several
days of the snowstorm, the street division received over 200 calls per hour
from citizens. For each of those 12-hour shifts there are 2 supervisors. Supervisors
managed the 48 drivers and let all calls go into voice mail. Voice mail messages
will not be answered. Approximately 1% of the streets were probably missed by
the equipment. By Friday, all streets were passable.
There were calls about driveways needing to be cleared. It would have taken six additional days to clear driveways. It is the responsibility of the residents of Lakewood to clean driveways. The City will never clean driveways.
All emergency calls were given to the 911 police dispatchers. The City's Emergency Operation Center was activated and 21 trips were provided for residents who needed medical attention. Other emergency personnel were also transported to/from different locations. Several roofs collapsed including two nursing homes; therefore, Alameda High School was opened as an emergency shelter. Only a few people needed that shelter.
Tree limb pick-up will not be done by the City. Projections for snow removal are currently over the 2003 budget. Most garbage haulers will take limbs if cut and packaged correctly. Citizens may call private tree contractors or haul tree limbs to the disposal area on Rooney Road and Colfax. Call 303-271-8218 for more information on the site.
Councilwomen Martin and Koop complimented Dick Plastino and his crew for the work they did during the snowstorm.
Councilman Booher asked about the possibility of plowing to the center of the streets. City Manager Mike Rock explained the safety hazards involved with plowing to the center of the streets.
Mayor Burkholder stated that Councilman Elliott and he road with the street crew and thanked the street crew for the good work done during the snowstorm.
ITEM 6 - PUBLIC COMMENT
Fred Taake - 10251 W. Exposition Drive, Lakewood, Colorado
Mr. Taake spoke about the Legacy Links Golf Tournament to be held on May 17th
at 7:30 a.m. with a continental breakfast at 6:30 a.m. It will be a four-person
scramble with a luncheon held at 12:30. The cost is $125.00 per player. They
will accept the first 144 applications with paid fees. Registration forms may
be obtained online at www.legacyfoundation.org or by calling Fred Taake at 303-989-4472.
The program is called Legacy and Partners. Mr. Taake explained the program and
the catalog of services and items available to purchase to help non-profits.
Legacy's purchases will be approximately $3000-$4000. Those dollars will provide
approximately $20,000 in merchandise. Legacy currently is partnering with the
City of Lakewood and the Foothills Credit Union and is seeking additional partners
to offset the costs of the program. For additional information, please contact

Pauline Kendalll - 3312 South Ammons Street - Lakewood, Colorado
Ms. Kendall asked why doggie day cares are allowed to operate when she was told
by Barb Brown that they are new entities in the City and the City does not have
an ordinance in place for zoning of doggie day cares.
Mayor Burkholder stated that staff would respond to her question.

Councilman Murphy made a motion to approve the Council minutes; to accept the minutes of Boards and Commissions; and ordered all ordinances introduced on first reading to be published in the Lakewood Sentinel with public hearing set for the date included in the ordinance; and ordered the adoption of resolutions, all of which were included in the Consent Agenda items introduced into the record by the City Clerk. The motion was seconded by Councilwoman Herbst.
Vote: All Ayes. No Nays. The motion carried.
ITEM 17 - ORDINANCE O-2003-6 AMENDING SECTION 1.16.040 OF TITLE 1 OF THE LAKEWOOD MUNICIPAL CODE PERTAINING TO GENERAL PROVISIONS
Mayor Burkholder opened the public hearing.

Councilwoman Wise asked John Miller, Administrator of the Courts, if the court costs would apply to all cases or just those who failed to pay. John Miller explained that the proposed ordinance simply clarified what the courts are currently doing and the court costs are assessed across the board and apply to all cases. Councilwoman Wise stated that she did support violators bearing the cost of the courts. However, she would not be supporting the ordinance because it is the responsibility of the elected officials to oversee the public dollars and be accountable. This ordinance takes away that responsibility and allows the Judges to set fines.
Councilman Murphy made a motion to adopt Ordinance O-2003-6 on second and final reading. It was seconded by Councilwoman Herbst.
Vote: Seven Ayes. One Nay (Wise). The motion carried.
ITEM 18 - GENERAL BUSINESS
None.
ITEM 19 - REPORTS
Mayor Burkholder
Mayor Burkholder announced that while City Council was in Washington D.C. for
the National League of Cities (NLC) conference, they had an opportunity to lobby
their congressional delegation on issues important to Lakewood and local governments.
Issues discussed included energy, transportation, Head Start, and home land
security.
He stated that this year he was appointed to NLC's First Tier Suburbs Committee and committee members shared similar city opportunities and problems with each other. He explained that First Tier Suburbs are those suburbs built up after World War II which are adjacent to a major core city, such as Lakewood is to Denver.
Councilwoman Herbst
Councilwoman Herbst announced that five months ago discussions took place regarding
Skate Street at the Link. She stated that the project is now fully funded and
will soon begin the design stage. The public is invited to attend the first
design meeting on April 3rd at 7:00 p.m. at the Link. She thanked JeffCo Open
Space for their generous contribution, the Community Resources team, and Ben
O'Danney and Darcy Herbst for their assistance.
She announced that the first planning session for the pilot Youth Commission was held on Saturday, March 15th. The youth have finalized their plans, bylaws, guidelines, and goals of the commission. They will be submitting it to Council at an upcoming regular meeting. The kick-off of the Youth Commission will be a job fair to be held on May 3rd at the Cultural Center. The job fair is being sponsored by the City of Lakewood, the Alameda Gateway Association, the West Chamber of Commerce serving Jefferson County, and a variety of other businesses will have booths and tables at the event. This will be an opportunity for Lakewood youth to work with Lakewood businesses. Positions needed for the youth include paid positions, apprenticeships, and internships. Councilman Murphy announced that the City Council's written City Manager reviews
were due to the Mayor no later than tomorrow.
City Attorney Roger Noonan
Mr. Noonan stated that the lawsuit involving a house on Sheridan just south
of Alameda was won at the District Court level on summary judgment. It is now
in the Court of Appeals and will probably take 4-6 months before a decision
is made.
