ITEM 1 - CALL TO ORDER

Mayor Pro-Tem Herbst called the meeting to order at 7:00 p.m. in the Cabinet Room of the Lakewood Civic Center South Building, 480 South Allison Parkway, Lakewood, Colorado.

ITEM 3 - PRESENTATION - Alameda Cornerstone Plan

Planner Kate Erickson introduced Dave Hollis of RTD, George Valick and Ron Schuller from the Alameda Gateway Association, and Lisa Marpugo of the Federal Government's General Services Administration. Mr. Valick and Ms. Marpurgo stated that the Plan was developed through a true spirit of partnership and collaboration.

Ms. Erickson gave a PowerPoint presentation highlighting the development of the Plan as follows:

§ Alameda Corridor Plan adopted in 1995 before City Commons and Belmar

§ Principle One - Think Green - Unify the corridor with landscape, urban design to create a "Grand Parkway to the Mountains."

· 81% of the survey respondents agreed with this statement.

· Action Steps will include tree plantings, working with adjacent property owners, and revising of landscaping ordinances.
§ Principle Two - Balance and Choice - Provide for motoring, walking, biking and transit.

· 91% of survey respondents agreed with this statement.

· Actions Steps will include retention of frontage roads in neighborhood centers, installation of handicapped medium, development of circulator bus service, and development of transit connections to the proposed light rail line along 13th Avenue.
§ Principle Three - Make it Walkable - Make a distinctive, continuous pedestrian, bicycle and equestrian path along Alameda Avenue.

· 88% of the survey respondents agreed with this statement.

· Action Steps will include implementation of a continuous path on one side of Alameda Avenue; working with adjacent property owners; installation of landscaping to enhance the path area.
§ Principle Four - Think Big and Small - Create a distinct downtown and small neighborhood serving centers.

· 79% of the survey respondents agreed with this statement.

· Action Steps will include using the Alameda Cornerstone Plan to guide future development, analyzing existing zoning classifications to ensure the uses are compatible with adjacent neighborhoods.
§ Principle Five - Create Character - Transform the major intersections with smart design and civic art.

· 71% of the survey respondents agreed with this statement.

· Action Steps will include working with City departments and CDOT to ensure functional and creative design of intersections.
§ Principle Six - Face Front - Develop buildings that relate to streets, with doors and windows that face the street.

· 80% of survey respondents agreed with this statement.

· Action Steps will include analyzing existing zoning requirements to ensure quality architecture standards; extending the existing Alameda Avenue Overlay Zone to Union Blvd.
§ Principle Seven - Catalyze - Keep working with investors. Actively encourage and participate in the development and redevelopment process.

· 80% of survey respondents agreed with this statement.

· Action Steps will include facilitating creative and innovative development projects; working with the City's Economic Development Division to ensure that properties are included in real estate databases.

A question and answer period followed among City Council members, panel members, and staff.

There was consensus to bring a resolution forward to City Council on March 24, 2003.

ITEM 4 - COUNCIL OPEN DISCUSSION
None.

ITEM 5 - REPORTS - MAYOR AND CITY COUNCIL

Councilman Murphy stated that the Forum held on Saturday was very good. Change the time from 8:00 a.m. until 1:00 p.m. was good.

Councilwoman Saum stated that she enjoyed the Police Recruit Graduation Ceremony.

Councilwoman Koop stated that she also enjoyed the Police Recruit Graduation Ceremony.

Councilman Elliott reminded City Council of the Legislative Committee Meeting on March 5th at 7:30 a.m.

City Manager Mike Rock reminded City Council there would be no meeting on March 10th. The meeting on March 17th would be a joint meeting between the Planning Commission, City Council, and the Villa Advisory Committee regarding the Belmar Project. The meeting will start at 6:00 p.m.

City Attorney Roger Noonan stated that the judge in the Mount Carbon Bankruptcy case passed away. It may be a while before a new judge can be appointed to the case. Therefore, the case is still pending.

ITEM 6 - ADJOURNMENT
