RESOLUTION: 2002-88

SUBJECT: Acceptance of bids and awarding contract for Bid #2331 Lakewood Heritage Center Visitor Center.

RECOMMENDATION: The Department of Community Resources recommends the Council Accept the Bids for the project and award a contract in the amount of $1,723,000 to DSP Builders, Inc. for the construction of the Lakewood Heritage Center Visitor Center.

FUNDING SOURCE: Conservation Trust Fund; Open Space Fund; Private Grants

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The City of Lakewood has been working to develop a museum/heritage center in Belmar Park since the mid-1970's. With resolution 80-32, the Lakewood City Council adopted the design concept for Belmar, which included a museum component. A specific master plan for the Lakewood Heritage Center was adopted with Resolution 96-89 in June of 1996. Alternative funding was sought to support the development of the master plan. The Master Plan included recommendations for a visitor center to originate the events and exhibits at the Heritage Center for the community.

Early in 2000, the City hired Oz Architecture to develop plans for a visitor center for the Heritage Center. The Department solicited bids for just the building of the Visitor Center in March of 2001. At that time the bids would put the project beyond the budget available, and the Department instructed OZ to review the building plans for cost savings.

With Resolution 02-25, the City Council authorized a contract with Oz Architecture to revise the Visitor Center Plans and develop construction documents. The complete project (building and Site improvements) was Bid November 7, 2002. Twenty-one bids were received for the project, with the lowest bidder being DSP Builders, Inc. of Commerce City.

The Department of Community Resources, and Department of Finance have reviewed the bids and recommend the acceptance of the low bid from DSP Builder, Inc.. Their bid of $1,723,000 is within the adopted budget for the project. With Council approval the Center should be completed for Cider Days 2003.
