SUBJECT: Authorization to Expend Whitlock Certificate of Participation Funds on the Whitlock Outdoor Inline Hockey Skating Rink

RECOMMENDATION: Approval
FUNDING SOURCE: Whitlock Certificate of Participation Funds
SUMMARY AND BACKGROUND OF SUBJECT MATTER: On August 12, 2002, by Resolution
2002-52, Council authorized the use of the following funds for the inline skating
rink at Whitlock.
Jefferson County Open Space, Development Joint Venture Grant, $115,000
Great Outdoors Colorado Grant $75,000
Conservation Trust Funds $32,000
Community Development Block Grant $85,000
The Construction Manager/General Contractor for the Whitlock Project, Adolfson
and Peterson is now preparing to finish the Whitlock parking lot on the north
side of 16th Place and also construct the inline skating rink. The parking lot
will be funded totally with Certificate of Participation (COP) project funds
while the inline skating rink will be funded with the grant funds listed above
and COP funds. The inline skating rink does need a Council authorization to
expend not more than $75,000 in COP funds.
