RESOLUTION: 2002-67

SUBJECT: Change order to add a parking lot at Mountair Park.

RECOMMENDATION: Public Works recommends that City Council authorize the City Manager to approve a change order with Goodland Construction, Inc., in an amount not to exceed $96,000.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: On August 26, 2002 City Council authorized a contract with Goodland Construction for Mountair Park Street Improvements, Bid No. 2340. The August Request for Council Action mentioned that the bid prices were very competitive and suggested that a parking lot might be added to the work if the contractor would agree to use the bid prices to build the parking lot. Goodland Construction has agreed to honor the original bid prices for construction of the parking lot.

Goodland Construction's bid was approximately 33% less than the Engineer's estimate and about 15% less than the next low bid. Since unit costs from Goodland Construction are favorable, Public Works recommends a change order to build a parking lot in Mountair Park off 14th Avenue near Eaton Street. This paved parking lot near the pavilion will better serve park users since it will be near the ball field backstop, restrooms, playground and trail connections.

If new bids are sought for the parking lot, it is likely that higher unit costs would be received in addition to the additional cost for another contractor to mobilize. There would also be a time delay to prepare bidding documents, advertising and approving a separate project. This time delay would push construction later in the year, when it is generally more costly, and possibly delay completion of the parking lot until next year. Issuing a change order to the original contract with Goodland Construction, Inc. will facilitate completion of all improvements before the end of the current calendar year.

The original contract amount plus contingencies is $169,699.20. Including the change order, the amended total contract amount will be $265,699.20. The total cost for the street improvements and the parking lot will still be within the $275,000 budgeted for this project in 2002 from Community Development Block Grant Funds.
