RESOLUTION: 2002-65

SUBJECT: Engineering, design and construction services for the Union Boulevard Pavement Reconstruction Project.

RECOMMENDATION: It is recommended that City Council approve a contract with Sear-Brown, in an amount not to exceed $239,831.00, for engineering design and construction services for the Union Boulevard Pavement Reconstruction Project.

FUNDING SOURCE: Capital Improvement Program.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: The pavement on Union Boulevard between 6th Avenue and Alameda Avenue is in poor condition, and needs extensive repair work. Since the street was constructed in the early 1970's, the traffic volume has increased significantly to its present level of over 50,000 vehicles per day including many heavy vehicles such as trucks and buses. The pavement on Union Boulevard is not structurally thick enough to support this traffic level, which has led to reoccurring maintenance and poor pavement conditions.

Because of these factors, the existing pavement on Union Boulevard needs to be completely removed and replaced with a thicker, stronger pavement. Union Boulevard is a principal arterial on the 2025 Regional Transportation Plan, and improvement projects on Union Boulevard are eligible to compete for Federal Transportation Improvement Plan (TIP) funds.

In February of 2002, the City submitted the Union Boulevard Pavement Reconstruction Project to DRCOG for TIP funding. The project includes rebuilding of the pavement, as well as replacement of 3 traffic signals and installation of traffic surveillance cameras at 3 locations. It also includes construction of a right turn lane on southbound Union, from 6th Avenue to 4th Avenue to help alleviate the congestion that occurs in this area. The total cost for design and construction of the project is estimated to be $3,510,000.

The City was successful in receiving 50% matching TIP funding for this project, and the project has been included in the 2003-2008 State Transportation Improvement Plan with construction scheduled for 2003. The project is included in the 2002 Revised and 2003 Capital Improvement Program budget, with funding for design in 2002 and construction in 2003. The $239,831.00 needed for the design work in 2002 will be funded with excess funds in the 2002 Street Resurfacing Program. The excess funds were made available due to lower than expected bid prices received for the 2002 program.

The 2002 Revised and 2003 Capital Improvement Program was reviewed by Council on September 16, 2002, but will not be adopted until November of 2002. In order to insure completion of the Union Boulevard project in 2003, design work needs to begin as soon as possible.

In August, a consultant selection process was completed to select a consultant to provide engineering design and construction services for this project. The services to be provided include survey, geotechnical investigations, plan preparation, construction staging and traffic control planning, and materials testing during construction.

The consultant selected for this project is Sear-Brown. Public Works has negotiated a scope of services and fees with the consultant for this project, and is requesting authorization to enter into a contract with Sear-Brown for an amount not to exceed $239,831.00. Expenditures made by the City for engineering services on the project will count towards the city's required match, which is 50% of the total project cost.
