RESOLUTION: 2002-60
SUBJECT: Bid award for street improvements along the north and east sides of Mountair Park located at 14th Avenue and Depew Street.
RECOMMENDATION: Public Works recommends that City Council authorize the City Manager to enter into an agreement with Goodland Construction Inc. in the amount of $154,272.00 plus authorize an additional 10 per cent ($15,427.20) for contingencies for a total contract amount not to exceed $169,699.20.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: Mountair Park Improvements are identified in Community Planning and Development Department's Strategic Planning Division 2002 Annual Budget. Community Development Block Grant Funds of $275,000 are budgeted for this project under the Department's Neighborhood Plan Implementation Program.
On August 15, 2002, bids for Mountair Park Street Improvements, Bid No. 2340, were opened and the firm of Goodland Construction, Inc. was the lowest responsive, responsible and qualified bidder with a bid of $154,272.00. The project will build curb and gutter along the south side of 14th Avenue between Fenton and Depew Streets and along the west side of Depew Street between 13th and 14th Avenues. A detached sidewalk along 14th Avenue will be constructed and drainage inlets will be installed near the intersections of 14th Avenue/Depew Street and 13th Avenue/Depew Street. These improvements will serve to provide pedestrian access along the north side of Mountair Park and on street parking along the east side of Mountair Park.
Since a very competitive bid was received, staff is considering returning to Council with a change order to this contract to add a parking lot off 14th Avenue in the park. Conceptual plans are currently being prepared for a paved parking lot near the pavilion which would better serve the users of the park by its proximity to the ball field, restrooms, playground and trail connections. No action is requested at this time regarding the potential change order.
