RESOLUTION: 2002-51

SUBJECT: Final Design of Lena Gulch Stabilization Improvements

RECOMMENDATION: It is recommended that City Council approve a contract amendment with McLaughlin Water Engineers, in an amount not to exceed $57,100, for final design services for the Lena Gulch Stabilization Improvement project.

FUNDING SOURCE: Stormwater Management Utility ($32,100) and Urban Drainage and Flood Control District ($25,000).

SUMMARY AND BACKGROUND OF SUBJECT MATTER: City staff has been working with eight property owners along Lena Gulch upstream of West 20th Avenue to correct a bank erosion problem and prevent future erosion. The City hired McLaughlin Water Engineers (MWE) to develop solutions to the erosion problems. Several meetings were held with the eight property owners to look at possible solutions along a 700-foot reach of Lena Gulch. A conceptual design for improvements to Lena Gulch has been prepared considering the property owners' input.

MWE has submitted a proposal to perform final design services on this project. MWE's familiarity with the project and relationship and trust established with the property owners make MWE a logical choice to perform this work. MWE has designed several comparable drainageway maintenance projects for the Urban Drainage and Flood Control District (District) and is one of the City's recently pre-qualified consultants for design of Stormwater Utility projects.

The City has entered into an Intergovernmental Agreement with the District to fund final design of the improvements to Lena Gulch. Through this agreement the District will reimburse the City $25,000. Construction funds will be requested from the District's Maintenance Program this fall. Total construction cost is anticipated to be approximately $350,000.
