RESOLUTION: 2002-45
SUBJECT: Approving a contract between the City of Lakewood, Community Development Block Grant Program (CDBG), and Jefferson County Housing Authority to administer the Rehabilitation Loan Program.

RECOMMENDATION: The Department of Housing and Family Services recommends that the CDBG program enter into a contract with Jefferson County Housing Authority to administer the Housing Rehabilitation Loan Program.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: CDBG has budgeted and the Housing Division has traditionally administered the Housing Rehabilitation program. Due to the recent reorganization and reprioritization of staff, it is now more cost effective and time efficient to contract this service from an organization that is experienced in loan processing and servicing. Jefferson County Housing Authority is an expert in this field. They currently administer the rehabilitation loan program for Jefferson County. Contracting our program to the Jefferson County Housing Authority allows for efficient and effective use of funds and avoids duplication of services. Lakewood residents will be better served and more loans can be made available to our low- and moderate- income families to assist them with maintaining their residences.
