RESOLUTION: 2002-30
SUBJECT: Resolution authorizing Revocable License Agreement for two water lines and two underground drainage lines in City-owned right-of-way of South Youngfield Circle, to Green Mountain Vistas Homeowners Association.
ADDRESS: 455 and 483 South Youngfield Circle.
RECOMMENDATION: Authorization of the requested Revocable License Agreement.
SUMMARY AND BACKGROUND OF SUBJECT MATTER: The Green Mountain Vistas Homeowners
Association (HOA) has requested that the City grant it a Revocable License agreement
for water lines and underground drainage lines from two separate tracts owned
by the HOA. The improvements are to allow the HOA to construct a water line
in the South Youngfield Circle right-of-way leading to Tracts B and C, both
of which are owned by the HOA in order to irrigate the landscaping in said Tracts
B and C. The HOA will also be constructing an underground drainage line in the
right-of-way from Tracts B and C to an existing storm water drainage line located
in South Youngfield Court. This private drainage line is to drain any excess
irrigation or storm water collected in Tracts B and C to the City's storm sewer
pipe instead of allowing the water to flow over the street surface, which could
create a potential hazard. The proposal has been reviewed by City staff, and
is acceptable from the aspect of presenting no hazards or creating other problems.
