REQUEST FOR COUNCIL ACTION

RESOLUTION: 2002-25

SUBJECT: Approval for sole source contract for design services related to the Lakewood Heritage Center, Visitor Center.

RECOMMENDATION: The Department of Community Resources recommends the approval of a sole source contract with Oz Architecture to revise construction documents for the construction of a visitor center at the Lakewood Heritage Center.

FUNDING SOURCE: Conservation Trust Fund

SUMMARY AND BACKGROUND OF SUBJECT MATTER: In January of 2000 the City entered into a contract with OZ Architecture to develop plans for the construction of a visitor center at the Lakewood Heritage Center. Oz Architecture was selected using the City's procedure for selection of firms to provide professional services.

Oz Architecture provided construction documents which were bid for construction in March of 2001. After reviewing the bids, it was determined that it was not in the best interest of the City to proceed with the project as bid. The City staff, along with the Architect and apparent low bidder, reviewed the plans and determined that changes in the building design were necessary to reduce costs and better meet program needs.

The City's contract with Oz Architecture expired in October 2001. In order to finalize construction documents to include revisions desired, a new contract for design services is required. According to purchasing regulations, sole source contracts over fifty thousand dollars require City Council approval. The Department believes it is in the best interest of the City to continue using OZ Architecture to complete the construction documents for this project.
