REQUEST FOR COUNCIL ACTION
ORDINANCE: O-2002-27
SUBJECT: Adoption of the 2000 International Building Code, 2000 International Residential Code, 2000 International Fire Code, 2000 International Plumbing Code, 2000 International Mechanical Code, 2000 International Fuel Gas Code, 2000 Energy Conservation Code and the 2002 National Electrical Code.
UNIFORM INTERNATIONAL BUILDING CODE
The Uniform International Building Code Document is a 37-page document and
may take a few minutes to download.
In the document, passages with a red line through them indicate language to
be deleted. Passages with a green underline indicate new language to be added.
RECOMMENDATION: The attached ordinance is recommended for adoption.
SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Every third year, building related codes are updated to reflect development of new methods of construction and new materials for construction. The development of the new codes allows jurisdictions, such as Lakewood, to stay current with the building industry while ensuring the safety of building occupants.
Staff has reviewed the new codes with the City of Lakewood Board of Appeals. By City Council Ordinance, the Board of Appeals is the body that is charged with making recommendations to the City Council regarding changes to the codes. The Board members are required to be "qualified by experience and training to pass upon matters pertaining to building construction." A memo from the Chairman of the Board of Appeals recommending adoption of the new codes is attached. Additionally, staff has reviewed the proposed codes and amendments with the Home Builders Association of Metropolitan Denver and they support this recommendation.
Other jurisdictions in the metropolitan Denver area are also updating their codes. For example, Jefferson County has completed adoption of the same codes recommended by Lakewood staff and the West Metro Fire Protection District has adopted the 2000 International Fire Code. Staff has received training on the new codes and is prepared to implement them immediately.
It is recommended that Lakewood update its codes in order to (1) keep current with the building industry, (2) enhance consistency among the jurisdictions with which builders work in the Denver area, and (3) ensure the safety of building occupants.

SUBJECT: Adoption of International Codes
The members of the Board of Appeals have reviewed the 2000 Editions of the International Building Codes, along with the proposed amendments as directed by the City Council via Lakewood's Municipal Code. The Board finalized its review at its meeting of June 11, 2002.
It is the Board of Appeals recommendation that City Council adopt the proposed codes and amendments.
