ITEM 1 - CALL TO ORDER
Mayor Burkholder called the meeting to order at 7:00 p.m. in the Cabinet Room of the Lakewood Civic Center South Building, 480 South Allison Parkway, Lakewood, Colorado.

ITEM 3 - PRESENTATION - Water/Drought Situation
Dick Plastino, Director of Public Works, introduced Chips Barry, General Manager
of the Denver Water Board, and Charlie Jordan, Public Affairs Officer for the
Denver Water Board.
Mr. Barry and Mr. Jordan presented the problems the drought has caused for
users of the Denver Water Board water system throughout the Metro Area. They
presented the many voluntary and mandatory restrictions placed on the users.
The Denver Water Board is discussing possible cloud seeding. A rebate program
is being considered for users who purchase low volume toilets and washing machines.
A package of model ordinances will be given to the City in hopes of having City
Council adopt some of the proposed water conservation programs.
ITEM 4 - DISCUSSION - Mayor and City Council Compensation
Ken Milano, Director of Employee Relations, stated that his staff researched
Mayor and City Council's comparable compensation and work packages and proposed
the following increases be made to the Mayor and City Council's compensation:
Mayor compensation be increased from $24,000/year to $26,400/year.
Council Members' compensation is increased from $9132/year to $10,045/year.
Discussion ensued. It was decided by general consent to not bring an ordinance forward at this time to increase the Mayor and City Council's salaries.
ITEM 5 - DISCUSSION - Election of Council Officers
Mayor Burkholder stated that two years ago at a City Council retreat, City Council
decided to allow the Mayor to choose the Mayor Pro-Tem with the ratification
of City Council. The President of City Council would be chosen by a secret poll.
Mayor Burkholder stated he would be asking for the ratification of Jackie Herbst as Mayor Pro-Tem. Councilwoman Saum stated her objection to the selection. The consensus from City Council was to ratify the Mayor's selection of Jackie Herbst as Mayor Pro-Tem.
Councilman Murphy and Councilwoman Koop were both nominated for the position of President of City Council. City Clerk Margy Greer distributed and collected the secret poll and she stated the majority of City Council noted their selection for Councilman Murphy.
Mayor Burkholder stated that resolutions would be brought forth at the November 25th meeting for ratification of their selections.
ITEM 6 - COUNCIL OPEN DISCUSSION
Councilwoman Herbst stated that, along with staff, she had been working on a skateboard project for the Link Recreation Center for nearly a year. She distributed a conceptual drawing of a skate street. She stated grants and funding would be pursued to finance the project.
Councilman Elliott invited City Council to attend the JeffCo Governments Meeting on November 19th, which is being sponsored by the City of Lakewood. The meeting will be held at 6:00 p.m. at the Den at Fox Hollow. The presentation will include the Belmar and Stevinson projects. Those interested should R.S.V.P. to Carole Gosnell.
Councilman Murphy thanked Cheryl Wise for her leadership as President of City Council. He also mentioned an invitation given to Council for a mystery dinner/fund raiser for the Colorado for Lakewood's Future to be held on November 23rd.
Councilwoman Kesselman stated that the Northwest Transportation Finding Study had been adopted.
Councilwoman Koop reminded Council of the grand opening of the Whitlock Center on Friday, November 8th from 6-8 p.m.
Councilwoman Herbst stated that the O'Connell Middle School's Veterans Day Celebration would be held at l:00 p.m. on Friday. The guests of honor are the family of Daniel Romero. She also thanked City Council for their support in selecting her as Mayor Pro-Tem.
Councilman Stevens thanked Councilman Elliott for his service as Mayor Pro-Tem over the past year.
ITEM 7 - ADJOURNMENT
Mayor Burkholder adjourned the study session at 9:15 p.m.
