ITEM 1 - CALL TO ORDER

Mayor Steve Burkholder called the meeting to order at 6:00 p.m. in the Cabinet Room of the Lakewood Civic Center South Building, 480 South Allison Parkway, Lakewood, Colorado.

Full and timely notice of this City Council meeting had been given and a quorum was present.

ITEM 3- PRESENTATION - ROONEY VALLEY MASTER PLAN AMENDMENT
Rebecca Clark, Deputy Director of Community Planning and Development, opened the presentation and reviewed the plan in reference to agreed upon additions from Morrison and Lakewood. Some of the items may have been in one entity's single plan, but not in the others. The Consolidated Plan simply combines Morrison and Lakewood's individual plans.

JPRC Member Ken Lloyd presented a brief history of the Rooney Valley Joint Project Review Committee (JPRC) stating that the Town of Morrison and the City of Lakewood have developed one comprehensive plan for Rooney Valley. The JCPR is asking for comments regarding the proposed plan from Lakewood City Council and the Trustees of the Town of Morrison, as well as the Planning Commission. The final approval is the responsibility of the JPRC.

Attorney Randy Funk stated that the document before City Council and the Planning Commission is a consolidation of both plans. City Council and Planning Commission were requested to make comments regarding the Plan. He stated a public hearing is scheduled for July 30th in the Lakewood City Council Chambers, where JPRC will act on the Plan.

Rebecca Clark gave a PowerPoint presentation describing the Rooney Valley property and its boundaries. She explained the property lies within three jurisdictions: Lakewood, Morrison, and Jefferson County. Much of the Plan Area is located in the Mount Carbon Metropolitan District. Ms. Clark presented the background of the Master Plan explaining the Rooney Valley Framework Plan was created by the Rooney Valley Task Force which was created in 1994 and was made up of representatives from all three jurisdictions. The purpose of the Task Force was to coordinate planning for the Valley's future and develop a common vision. The Rooney Valley IGA lays the foundation for coordinating developments, capital investments in infrastructure, annexations, joint revenue sharing, and construction of adequate public improvements. It created a customized process to move development proposals expeditiously rather than by either the City or Town separately. The reconciliation of the two entities' Master Plans into one for review of proposals is in the IGA area. Ms. Clark explained the differences in the two plans and the proposed compilation of text into one plan.

Sue Piercy, Senior Planner for the City of Lakewood, spoke about upcoming development in the Rooney Valley and potential proposals.
