Sector-Based
Policing
The
most visible component of the Police Department, the Patrol Division
is the primary responder to emergency calls within the City.
Patrol agents are assigned for a full year to one
of three sectors, so that they can become better acquainted
with the crime trends, residents, and business owners within their
area. When not handling in-progress calls, agents are expected
to proactively patrol for crime, and to work with citizens to address
crime problems in their sector.
The Patrol
Division is also made up of various specialty units designed to address
specific community needs within the City. In addition to handling
motor vehicle accidents, a daytime Traffic Team and an evening Traffic
Team proactively enforce traffic violations at high-accident locations
and in response to citizen complaints. The Special Enforcement
Team was developed to provide resources that can be targeted at major
crime problems, warrant arrests, career criminals, gangs, and graffiti.
The Mills Team and the Belmar Team were developed to handle crime
problems in those large retail complexes and the neighborhoods around
them. The Animal Control Unit works to ensure the safety of pets within
the city by licensing dogs, returning lost pets to their owners, addressing
nuisance animals, and enforcing animal ordinances
Special
Teams Section
The Special Teams Section is one of four sections within the Patrol
Division. The Special Teams Section is headed by a Police Commander
and is composed of the following teams and community programs:

· Special Enforcement/Gang Team (SET)
· Special Weapons and Tactics Team (SWAT)
· K-9 Program
· Animal Control Team
· Emergency Response and Preparedness Program
· Community Service Officer Team
· Police Explorer
Program
The
Traffic Teams provide enforcement, investigation and education involving
accidents and traffic ordinance compliance. The SET team provides
rapid response to emerging crime and gang related issues. SWAT responds
and handles as a coordinated unit critical incidents. The K-9 program
handles incidents that involve tracking and locating individuals
eluding capture, overcoming active resistance by suspects, and providing
officer protection. Animal Control provides enforcement, investigation,
and education involving animal welfare and animal owner responsibilities
as outlined in the Municipal Code. The Emergency Response &
Preparedness Program is a multi-department (municipal-county-state)
group that is responsible for planning and resource management during
major disasters. The CSO team is a civilian unit that handles the
more minor parking, traffic, criminal reporting issues, as well
as routine administrative tasks to relieve police agents to address
more serious criminal and community events. The Police Explorer
program is a coordinated effort between the police department and
the Boy Scouts of America to involve youth and young adults between
the ages of 14-21 to learn police operations, leadership and develop
their interest in law enforcement.
