Why was the project started?

CWC launched the initiative to advance affordable wireless broadband and to improve the efficiency of government, promote digital inclusion, and stimulate economic development.

How will this project benefit the community?

Low cost high speed internet access for residents, businesses, institutions, and visitors

When will the network be deployed?

It is CWC's goal to begin deployment of the network(s) in 2007.

What process will the partnership use to select a partner?

An RFP (Request for Proposals) will be released to solicit proposals from qualified Wi-Fi providers.

What is the regional policy for this initiative?

The CWC invested several months interviewing community stakeholders, understanding the market demands and needs, and reviewing the best model options for the project. As such, the CWC seeks to accomplish its objectives by meeting the following four policy goals:

Affordability: Fees for access to the Network should be priced competitively and must be more affordable than present market-based offerings.

Open Access: Open access principles should be adhered to. Multiple, competing internet service providers (ISP's), who are not affiliated with the Network owner, should be able to gain access at competitively neutral wholesale terms.

Universal Service: The Network must provide universal service. Providing access in only parts of the City and County that may be more densely populated or commercially attractive is not an option.

Consumer Protection: The Network must protect the rights of users, including respect privacy and consumer choice, and foster diversity of information and ideas.
