The Rooney Valley
The Rooney Valley is located between the Hogback, William Frederick Hayden Park (Green Mountain), and Bear Creek Lake Park. The valley is approximately 2,000 acres of undeveloped land that was originally owned by the Rooney Family, the original homesteaders that settled in the area. The City of Lakewood comprises the northern 2/3 of the valley, while the Town of Morrison comprises the southern 1/3 of the valley. In the early 1980’s, land in the Rooney Valley was independently zoned by each community for commercial and residential development and several large portions of the valley were platted into lots with dedicated streets.
In 1994, the Town of Morrison, Jefferson County and the City of Lakewood began a collaborated planning effort to define existing conditions in the Rooney Valley and set a direction for desirable land uses. That effort resulted in the Town of Morrison and the City of Lakewood entering into an Intergovernmental Agreement (IGA), signed May 5, 2000. The IGA formed the Joint Project Review Committee (JPRC) to review developments in a coordinated manner. The JPRC is made up of three representatives from the Town of Morrison and three representatives from the City of Lakewood.
Morrison and Lakewood adopted the Joint Rooney Valley Master Plan on July 30, 2002.
The Town of Morrison and the City of Lakewood adopted separate Development Standards in 1999. On March 10, 2009 these standards were combined to form the Joint Rooney Valley Development Standards.
