RFCA R-2008-37 REQUEST FOR COUNCIL ACTION

RESOLUTION: 2008-37

SUBJECT: Bid award for replacement of sanitary sewer along 13th Avenue between Harlan Street and Carr Street.

RECOMMENDATION: Approval.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The project will replace two parallel sanitary sewer lines along 13th Avenue between Carr Street and Lamar Street with a single sanitary sewer. The two existing sewer lines are in poor condition and the new pipeline will provide additional wastewater capacity. This new sewer will be constructed outside of the proposed RTD light rail corridor.

The project will also relocate the sanitary sewer line along 13th Avenue between Lamar Street and Harlan Street to outside of the proposed RTD light rail guideway. A portion of Lakewood's water main near 13th Avenue and Harlan Street will be relocated as part of this contract also to facilitate the RTD light rail project. These two components of the work will cost approximately $250,000 and Lakewood will be fully reimbursed for the actual costs by RTD.

On March 26, 2008, the City opened bids for the 13th Avenue Sanitary Sewer Replacement (Harlan Street to Carr Street). The lowest responsible, responsive and qualified bidder was Duran Excavating, Inc., with a bid of $1,238,974.50. Public Works recommends that City Council authorize a contract with Duran Excavating, Inc., in the amount of $1,238,974.50.

It is anticipated that the project will require approximately 6 months to complete. Work is scheduled to begin in May 2008. Two to four blocks of 13th Avenue will be impacted at any one time and may be temporarily closed. The arterial and collector streets of Harlan, Lamar, Pierce, Wadsworth and Carr will remain open at all times.
