SUBJECT: Federal Center Comprehensive Plan Amendment
July 21, 2008 Joint City Council and Planning Commission Study Session

Recommendation
At the July 21 Joint Study Session, City Council and Planning Commission will be discussing the Federal Center Comprehensive Plan Amendment. The action requested at the Joint Study Session will be to move this item forward to a future Planning Commission Public Hearing for adoption and a City Council Public Hearing for approval.

Denver Federal Center Masterplan

The Denver Federal Center, through the General Services Administration (GSA), has recently developed a master plan for the overall 640-acre site. The Master Plan was developed concurrently with an Environmental Impact Statement (EIS) over an 18 month period. Development of the Master Plan and EIS included an extensive public involvement process. The Final Environmental Impact Study for the Denver Federal Center Master Plan was released to the public on January 31, 2008. The Record of Decision (ROD) formally adopted the Environmental Impact Statement in April 2008.

This Master Plan adopted the 'Federal Quad' as the preferred alternative during the GSA planning process. This alternative organizes the Plan around an open space system (the Quad) located at the center of the Federal Center site. This alternative includes approximately 3.6 million square feet of new development, 1400 residential units and 230 acres - approximately 36 percent of the site - designated as open space.

Lakewood Comprehensive Plan

The Lakewood Comprehensive Plan currently does not address the Federal Center property, as it was not part of the City of Lakewood when the Comprehensive Plan was developed and adopted in 2003. The Denver Federal Center property was annexed into the City in 2007. It is intended that the City adopt the Denver Federal Center Master Plan as an amendment to the Comprehensive Plan.

Work of the Advisory Committee

In 2008, an advisory committee was formed and met to address how the Federal Center Master Plan could best be incorporated into Lakewood's Comprehensive Plan. The advisory committee includes representatives from the City Council, Planning Commission, General Services Administration, St. Anthony's Hospital, RTD, business community representatives, and neighborhood representatives.

The advisory committee met three times in early 2008. The committee worked through and identified which components of the GSA would be included as part of the Federal Center Comprehensive Plan Amendment. The final draft document includes only in what the committee felt was essential to the Lakewood Comprehensive Plan.

The advisory committee focused upon implementation strategies in the Lakewood Comprehensive Plan Categories of: Image and Identity, Sustainability. Residential and Neighborhoods, Urban Centers, Economic Development, Transportation, Parks and Open Space and General Land Use. The advisory committee wrote these implementation strategies.

Federal Center Comprehensive Plan Amendment

The result of the committee's work is the Federal Center Comprehensive Plan Amendment document. Key components of the document are: Planning Goals and Vision, the Master Site Plan (Federal Quad) and Implementation Steps. The format of the Federal Center Comprehensive Plan Amendment is consistent in content and in format with the Lakewood Comprehensive Plan. The Federal Center Comprehensive Plan Amendment addresses each of the major Comprehensive Plan categories of: Image and Identity, Sustainability, Urban Centers, Economic Development, Transportation, Parks and Open Space and General Land Use.

Summary

The Federal Center Comprehensive Plan Amendment is consistent with the goals of the Lakewood Comprehensive Plan. It is recommended that the Federal Center Comprehensive Plan Amendment move forward to a future Planning Commission Hearing for adoption and a City Council Hearing for approval.
